Abstract

Penelitian ini membahas mengenai collaborative governancei dalam kolaborasi yang dilakukan oleh LPKA Kelas II Bandung bersama dengan SKB Kota Bandung, PKBI Jawa Barat, BNN Kota Bandung, dan UPT Puskesmas Arcamanik dalam optimalisasi program rehabilitasi ABH yang dibina di LPKA Kelas II Bandung. Untuk itu teori yang digunakan adalah teori collaborative governance milik Chris Ansell dan Alison Gash yang mengupas permasalahan tersebut melalui empat variabel yaitu starting condition, facilitative leadership, institutional design, dan collaborative process. Penelitian ini menunjukan bahwa kerjasama yang dilakukan oleh kelima instansi tersebut menunjukkan hasil yang masih kurang optimal dalam indikator insentif pastisipasi dan tenggat waktu antara LPKA Kelas II Bandung dan BNN Kota Bandung, dan juga kurang berperannya pemimpin setiap lembaga menyebabkan kurang terarahnya kolaborasi di masa yang akan datang. Untuk itu peneliti menyarankan peninjauan kembali terhadap tenggat waktu kerjasama yang dilakukan dengan BNN Kota Bandung dan pengembangan kepemimpina fasilitatif.

English Abstract

This research discusses collaborative governance in the collaboration conducted by LPKA Kelas II Bandung with SKB Kota Bandung, PKBI Jawa Barat, BNN Kota Bandung, and UPT Puskesmas Arcamanik in optimizing the rehabilitation program for children in conflict with the law at LPKA Kelas II Bandung. Therefore, the theory used is the collaborative governance theory by Chris Ansell and Alison Gash, which addresses these issues through four variables: starting condition, facilitative leadership, institutional design, and collaborative process. As a result, this study shows that the cooperation carried out by these five agencies still indicates less than optimal results in the indicators of participation incentives and deadlines between LPKA Kelas II Bandung and BNN Kota Bandung. Also, the lack of role of the leader of each institution causing the direction of future collaboration to be less clear. Therefore, the researcher suggests a review of the cooperation deadline with BNN Kota Bandung and the development of facilitative leadership.
