Abstract

Sumber daya air merupakan aspek penting untuk keberlanjutan kehidupan manusia yang berguna dalam kebutuhan rumah tangga, pertanian, perikanan dan industri. Peningkatan kebutuhan air secara kualitas dan kuantitas akan dipengaruhi oleh laju pertumbuhan penduduk. Pemanasan global menjadi faktor utama penyebab menurunnya kualitas dan kuantitas sumber air. Perubahan iklim juga menyebabkan berkurangnya mata air di kawasan hutan yang berfungsi sebagai sumber air bersih sehingga pola kehidupan masyarakat berubah karena juga mengancam ketahanan pangan. Sumber mata air di Desa Ampelgading terletak di lereng Gunung Kawi yang berjumlah tiga lokasi. Pada tahun 2023 debit aliran sumber mata air saat musim hujan rata - rata 0,017 m3/s dan 0,013 m3/s di musim kemarau sedangkan di tahun ini salah satu debit mata air mengalir 0,005 m3/s saat musim kemarau. Sumber mata air Desa Ampelgading juga dimanfaatkan oleh masyarakat desa lainnya untuk berbagai kepentingan sehingga timbul persoalan pada penurunan kuantitas air. Hal ini juga disebabkan oleh luasnya lahan kritis yang telah mencapai 64,55 Ha. Upaya konservasi pelestarian mata air berbasis masyarakat melalui Program Kampung Iklim perlu dilaksanakan secara keberlanjutan. Penelitian ini bertujuan (1) Mengetahui hubungan tingkat partisipasi masyarakat terhadap indikator keberhasilan program pelestarian sumber mata air (2) Mengukur kekuatan hubungan antara setiap dimensi partisipasi masyarakat dengan setiap indikator keberhasilan program pelestarian sumber mata air (3) Mengidentifikasi dimensi partisipasi masyarakat yang memiliki hubungan paling kuat dengan indikator keberhasilan program pelestarian sumber mata air (4) Menganalisis strategi pemberdayaan dalam mendukung pelestarian sumber mata air. Metodologi penelitian ini menggunakan analisis deskriptif kuantitatif dengan metode kuesioner dan dokumentasi. Pengumpulan data menggunakan metode kuesioner dengan jenis sampel yaitu responden kepala keluarga masyarakat pelestari sumber mata air di Desa Ampelgading. Analisis data menggunakan Uji Korelasi Spearman dengan program software Statistical Product and Service Solution (SPSS).Hasil penelitian ini yaitu menunjukkan bahwa karakteristik masyarakat berdasarkan jenis kelamin, usia, pekerjaan dan pendidikan. Jenis kelamin lakilaki sebnayak 26 KK (28,3%) dan perempuan dengan jumlah 66 KK (71,7%). Usia antara 20-30 tahun sebanyak 13 KK (14,1%), sedangkan 31-40 tahun berjumlah 20 KK (21,7%), kemudian usia diatas 40 tahun sebanyak 59 KK (64,1%). Pekerjaan responden sebagai rumah tangga sebanyak 41 KK (44,6%), kemudian pekerjaan responden di sektor pertanian sebanyak 26 KK (28,3%), sedangkan sebagai wiraswasta sebanyak 15 KK (16,3%) dan pekerjaan responden sebagai PNS sebanyak 10 KK (10,9%). Tingkat pendidikan responden lulusan SD sebanyak 5 KK (5,4%), SMP sebanyak 49 KK (53,3%), kemudian lulusan SMA sebanyak 28 KK (30,4%), responden dengan lulusan D-III sebanyak 2 KK (2,2%) sedangkan sarjana sebanyak 8 KK (8,7%). Berdasarkan nilai korelasi spearman signifikansi sebesar 0,032 < 0,05 (α) artinya tingkat partisipasi masyarakat memiliki hubungan positif secara signifikan terhadap keberhasilan program pelestarian sumber mata air di Desa Ampelgading Kecamatan Selorejo Kabupaten Blitar. Bentuk manipulasi dan terapi memiliki hubungan negatif signifikan terhadap indikator kesejahteraan masyarakat, kemudahan akses air bersih, meningkatkan kesadaran masyarakat dan pengawasan program yang dilaksanakan kelembagaan masyarakat. Bentuk pemberian informasi, konsultasi, perujukan, kemitraan, pelimpahan kekuasaan dan kuasa masyarakat memiliki hubungan positif signifikan terhadap indikator kesejahteraan masyarakat, kemudahan akses air bersih, meningkatkan kesadaran masyarakat, peningkatan partisipasi masyarakat dan pengawasan program yang dilaksanakan kelembagaan masyarakat. Hubungan positif signifikan paling besar terjadi pada tingkat partisipasi masyarakat dalam bentuk konsultasi terhadap keberhasilan program dalam hal meningkatnya kesejahteraan masyarakat Desa Ampelgading sebesar 0,408 pada α = 0,01 sehingga menunjukkan kekuatan korelasi dengan kategori cukup.

English Abstract

Water resources are an important aspect for the sustainability of human life that is useful in household needs, agriculture, fisheries and industry. The increase in water demand in quality and quantity will be influenced by the rate of population growth. Global warming is the main factor causing the decline in the quality and quantity of water resources. Climate change also causes the reduction of springs in forest areas that function as a source of clean water so that people's life patterns change because it also threatens food security. Springs in Ampelgading Village are located on the slopes of Mount Kawi, totaling three locations. In 2023 the average flow rate of springs during the rainy season is 0.017 m3/s and 0.013 m3/s in the dry season, while this year one of the springs flows 0.005 m3/s during the dry season. Ampelgading Village springs are also utilized by other village communities for various purposes so that problems arise in the decrease in water quantity. This is also caused by the extent of critical land that has reached 64,55 Ha. Community-based spring conservation efforts through the Climate Village Program need to be implemented in a sustainable manner. This study aims to (1) determine the relationship between the level of community participation and the success indicators of the spring preservation program (2) measure the strength of the relationship between each dimension of community participation and each success indicator of the spring preservation program (3) identify the dimensions of community participation that have the strongest relationship with the success indicators of the spring preservation program (4) analyze empowerment strategies in supporting spring preservation. This research methodology uses quantitative descriptive analysis with questionnaire and documentation methods. Data collection used a questionnaire method with the type of sample, namely respondents of the head of the family of the spring conservation community in Ampelgading Village. Data analysis used the Spearman Correlation Test with the Statistical Product and Service Solution (SPSS) software program. The results of this study indicate that the characteristics of the community based on gender, age, occupation and education. Male gender as many as 26 families (28.3%) and women with a total of 66 families (71.7%). The age between 20-30 years was 13 families (14.1%), while 31-40 years amounted to 20 families (21.7%), then the age above 40 years was 59 families (64.1%). The respondent's occupation as a household was 41 families (44.6%), then the respondent's work in the agricultural sector was 26 families (28.3%), while as an entrepreneur there were 15 families (16.3%) and the respondent's work as a civil servant was 10 families (10.9%). The level of education of respondents who graduated from elementary school was 5 families (5.4%), junior high school was 49 families (53.3%), then high school graduates were 28 families (30.4%), respondents with D-III graduates were 2 families (2.2%), while undergraduates were 8 families (8.7%). Based on the spearman correlation value of significance of 0.032 <0.05 (α), it means that the level of community participation has a significant positive relationship to the success of the spring preservation program in Ampelgading Village, Selorejo Subdistrict, Blitar Regency. The form of manipulation and therapy has a significant negative relationship to indicators of community welfare, easy access to clean water, increasing community awareness and supervision of programs implemented by community institutions. The forms of providing information, consultation, referral, partnership, delegation of power and community power have a significant positive relationship to indicators of community welfare, easy access to clean water, increasing community awareness, increasing community participation and supervision of programs implemented by community institutions. The greatest significant positive relationship occurs at the level of community participation in the form of consultation on the success of the program in terms of increasing the welfare of the Ampelgading Village community of 0.408 at α = 0.01 so that it shows the strength of the correlation with the sufficient category. Collaboration between the Government and Ampelgading Village community institutions must be carried out properly so that the community plays an active role in providing input in making policies for implementing the spring preservation program. Good two-way communication will improve welfare, ease of access, awareness and community participation.
