Abstract

Klinik Tirto Husada merupakan salah satu unit usaha Badan Usaha Milik Desa (BUMDes) Maju Bersama. Adapun permasalahan dari klinik tersebut yakni pasifnya direktur utama BUMDes sejak tahun 2022 dan minimnya ketersediaan pegawai. Tujuan penelitian ini adalah untuk menganalisis penguatan kapasitas pada Klinik Tirto Husada dengan Teori Penguatan Kapasitas menurut Grindle (1997). Teknik pengumpulan data dengan wawancara, observasi, dan dokumentasi. Hasil penelitian ini menunjukkan bahwa di dimensi yang pertama yakni pengembangan SDM untuk pelatihan dan kondisi kerja telah memenuhi indikator, sedangkan pada rekrutmen masih belum efektif dan responsif karena proses rekrutmen belum bisa memenuhi kebutuhan dan mencapai target. Lalu, pada sistem gaji juga belum efisien karena penghitungan secara manual dan tidak mengaplikasikan e-money. Selanjutnya, dimensi kedua yakni penguatan organisasi. Pada jejaring kerja sama telah memenuhi indikator, sedangkan pada pemanfaatan personil dan aspek manajerial hanya mampu mencapai responsivitas, namun masih belum efektif dan efisien karena minimnya optimalisasi sumber daya, pegawai belum memenuhi persyaratan praktik, serta beberapa program tidak berjalan dengan baik. Terakhir, dimensi ketiga yakni reformasi kelembagaan. Pada pelembagaan visi dan misi telah memenuhi indikator, namun di reformasi kebijakan masih belum efisien dan efektif karena kebijakan klinik belum bisa mengatur antrean panjang akibat minimnya dokter umum yang bertugas dan masih terjadi penyimpangan SOTK yang mana bidan bekerja di luar kemampuannya sebagai staf farmasi.

English Abstract

Tirto Husada Clinic is one of the business units of the Village-Owned Enterprise (BUMDes) Maju Bersama. The problems of the clinic are the inactivity of the BUMDes CEO since 2022 and the lack of employee availability. The purpose of this study was to analyze capacity building at the Tirto Husada Clinic with the Capacity Building Theory according to Grindle (1997). Data collection techniques were interviews, observations, and documentation. The results of this study indicate that in the first dimension, namely human resource development for training and working conditions, it has met the indicators, while recruitment is still not effective and responsive because the recruitment process has not been able to meet needs and achieve targets. Then, the salary system is also not efficient because the calculations are manual and do not apply e-money. Furthermore, the second dimension is organizational strengthening. In the cooperation network, it has met the indicators, while in the utilization of personnel and managerial aspects it has only been able to achieve responsiveness, but is still not effective and efficient due to the lack of resource optimization, employees have not met the practice requirements, and several programs are not running well. Finally, the third dimension is institutional reform. In the institutionalization of the vision and mission, the indicators have been met, but in policy reform it is still not efficient and effective because the clinic policy has not been able to regulate long queues due to the lack of general practitioners on duty and there are still deviations from the SOTK where midwives work beyond their capabilities as pharmacy staff.
