Abstract
Walaupun dana desa dialokasikan untuk mendukung penyelenggaraan pemerintahan, pelayanan publik, pembangunan, dan pemberdayaan masyarakat (UU Nomor 6 tentang Desa, 2014), pemberdayaan kelompok tani di Desa Turirejo masih belum berjalan signifikan yang menyebabkan rendahnya minat profesi sebagai petani dan status kelompok tani yang vakum dan pasif. Penelitian ini berupaya berupaya mengenal lebih dalam efektivitas implementasi dana desa untuk pemberdayaan kelompok tani Desa Turirejo. Pelaksanaan penelitian ini menggunakan metode kualitatif dengan teknik penulisan etnografi dengan melakukan observasi partisipasi dan wawancara mendalam. Penelitian ini mencoba mengkaji pemberdayaan melalui modal sosial (Field, 2003) milik kelompok tani yaitu kepercayaan, jaringan, dan nilai bersama, dan partisipasi anggota tani. Kemudian, efektivitas dana desa dalam mendukung pemberdayaan kelompok tani dikaji melalui konsep magic bullet (Noteboom dan Rutten, 2012) tentang kebijakan masif yang bertujuan menyelesaikan masalah kompleks dengan solusi tunggal. Hasil penelitian menunjukan dana desa dalam mendukung pemberdayaan kelompok tani sudah dilakukan melalui pembentukan tim ketahanan pangan nabati namun tidak tepat sasaran. Orientasi penggunaan dana desa lebih tertuju untuk pengembangan sektor pertanian desa secara umum alih-alih pengembangan kemampuan anggota kelompok tani sebagai subjek dan objek pemberdayaan.
English Abstract
Although village funds are allocated to support governance, public services, infrastructure development, and communities empowerment (Law No. 6 on Villages, 2014), the empowerment of the farmer communities in Turirejo Village has not made significant progress lead to low interest in farming as a profession with the inactive and passive status of the farmer communities. This study aims to explore the effectiveness of village fund implementation in empowering farmer communities in Turirejo Village. The research adopts a qualitative approach with ethnographic writing techniques, including participant observation and in-depth interviews. The study seeks to examine empowerment through the social capital (Field, 2003) of the farmer communities consisting of trust, networks, values, and member participation. Additionally, the effectiveness of village funds in supporting farmer communities empowerment is analyzed through the magic bullet concept (Noteboom and Rutten, 2012), which explain mass policies aimed at solving complex problems with a single solution. The findings of the study indicate that while village funds have been used to support the empowerment of farmer communities through the establishment of a plant-based food security team, the efforts have not been well-targeted. The focus of the village fund allocation has been more on the general development of the village's agricultural sector, rather than on enhancing the capabilities of the farmer community members as both the subjects and objects of empowerment.
