Abstract

Proyek konstruksi, terutama konstruksi perumahan, akan terus berkembang seiring dengan kemajuan pembangunan nasional Indonesia. Tingginya permintaan untuk rumah ini telah menyebabkan munculnya kontraktor baru di tingkat lokal di wilayah Pamekasan dengan kualitas produk dan layanan yang tidak stabil, sehingga kontraktorkontraktor tersebut memiliki daya saing yang rendah. Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis variabel-variabel yang mempengaruhi quality assurance (QA) terhadap daya saing kontraktor lokal dalam proyek konstruksi perumahan. Analisis ini didasarkan pada tiga kerangka utama: ISO 9001:2015, PMBOK Edisi ke-6, dan Peraturan Kementerian Pekerjaan Umum dan Perumahan Rakyat No. 4 Tahun 2009. Penelitian ini diawali dengan ide dan gagasan bahwa perlu adanya pengetahuan tentang penjaminan mutu pada proyek pembangunan perumahan yang akan berdampak pada meningkatnya daya saing perusahaan di bidang jasa kontraktor di level daerah kabupaten. Untuk mendapatkan pengetahuan tersebut, metode penelitian dilakukan secara statistik. Analisis statistik yang digunakan pada penelitian ini menggunakan kombinasi uji korelasi dan analisis regresi, RII (relative importance index) atau indeks kepentingan relatif, dan Analytical Hierarchy Process (AHP) untuk mengidentifikasi variabel-variabel kunci. Dalam prosesnya penelitian juga melakukan uji validitas, reliabilitas dan lain-lain. Hasil penelitian mengungkapkan bahwa di antara sembilan variabel quality assurance (QA), terdapat tiga variabel teratas yang memiliki pengaruh terhadap daya saing perusahaan kontraktor di Pamekasan yaitu komitmen pimimpinan dengan nilai (RII=0.8435), sumber daya dengan nilai (RII=0.8233), dan dokumen mutu dengan nilai (RII= 0.7979). Solusi optimisasi yang dapat diadopsi oleh kontraktor meliputi peningkatan "mutu yang diberikan," "retensi pelanggan," dan "proses siklus proyek" sebagai panduan untuk pengambilan keputusan.

English Abstract

Construction projects, especially residential construction, will continue to grow alongside the progress of national development in Indonesia. The high demand for this house has led to the emergence of new contractors at the local level in the Pamekasan area, with unstable product and service quality, resulting in these contractors having low competitiveness. This research aims to identify and analyze the variables that influence quality assurance (QA) on the competitiveness of local contractors in housing construction projects. This analysis is based on three main frameworks: ISO 9001:2015, PMBOK 6th Edition, and the Regulation of the Ministry of Public Works and Public Housing No. 4 of 2009. This research begins with the idea and notion that there is a need for knowledge about quality assurance in housing development projects, which will impact the increased competitiveness of companies in the contractor services sector at the district level. To acquire that knowledge, the research method was conducted statistically. The statistical analysis used in this study employs a combination of correlation tests and regression analysis, Relative Importance Index (RII), and Analytical Hierarchy Process (AHP) to identify key variables. In the process, the research also conducts validity and reliability tests, among others. The results of the research show that, of the nine quality assurance (QA) variables, leadership commitment (RII=0.8435), resources (RII=0.8233), and quality documentation (RII=0.7979) are the three most important variables that affect contracting companies competitiveness in Pamekasan. the research provides recommendations for contractor competitiveness which include "the quality provided," "customer retention," and "project cycle processes" as criteria while making decisions by using optimization methods.
