Abstract

Penelitian ini dilakukan atas dasar adanya penerapan kebijakan Affirmative action dan Zipper system dalam Pemilihan Umum. Kemudian, mendorong peningkatan partisipasi calon anggota legislatif perempuan dan terjadinya fenomena dalam Pemilihan Umum di Kabupaten Tegal banyak perempuan mencalonkan diri melalui Partai Demokrasi Indonesia Perjuangan (PDIP). Penelitian ini bertujuan untuk mengidentifikasi dan memahami proses kandidasi yang dilakukan Partai Demokrasi Indonesia Perjuangan (PDIP) terhadap calon anggota legislatif perempuan di Kabupaten Tegal. Metode penelitian menggunakan kualitatif pendekatan studi kasus eksplanatori , analisis penelitian ini menggunakan teori Gideon Rahat dan Reuven Y “Teori Candidate Selection : Methods and Consequences” , dengan empat indikator yang diselaraskan dengan penelitian menunjukkan bahwa kandidasi Partai Demokrasi Indonesia Perjuangan: pertama, indikator selektorat mengarah pada sisi kontinum ekslusifitas, kemudian indikator pencalonan mengarah ke kutub ekslusifitas, selanjutnya desentralisasi menunjukkan PDIP menggunakan Sentralisasi, dan indikator pemungutan suara versus penunjukkan, PDIP menggunakan sistem penunjukkan terhadap kandidat. Sistem kandidasi calon anggota legislatif perempuan PDIP mengutamakan dari struktural partai.

English Abstract

This research was carried out on the basis of the implementation of Affirmative action and Zipper system policies in the General Election. Then, encouraging the increase in the participation of female legislative candidates and the phenomenon in the General Election in Tegal Regency, many women ran for office through the Indonesian Democratic Party of Struggle (PDIP). This research aims to identify and understand the candidacy process carried out by the Indonesian Democratic Party of Struggle (PDIP) for female legislative candidates in Tegal Regency. The research method uses a qualitative explanatory case study approach, the analysis of this study uses the theory of Gideon Rahat and Reuven Y "Candidate Selection Theory: Methods and Consequences", with four indicators aligned with the research showing that the candidacy of the Indonesian Democratic Party of Struggle: first, the selectorate indicator leads to the side of the exclusivity continuum, then the candidacy indicator leads to the pole of exclusivity, then decentralization shows that PDIP uses Centralization, and voting versus appointment indicators, PDIP uses a system of appointing candidates. The candidate system for female legislative candidates for PDIP prioritizes the party's structure.
