Abstract

Studi ini berangkat dari kegagalan petahana yang menyebabkan proses sirkulasi elite pada Pemilihan Kepala Daerah Tahun 2020 di Kabupaten Ponorogo, Jawa Timur. Penelitian ini bertujuan untuk mengungkap proses sirkulasi, faktor penyebab sirkulasi elite dan dampak dari adanya sirkulasi. Untuk itu, penelitian ini menerapkan metode kualitatif studi kasus. Studi ini menemukan hasil bahwa dalam konteks Kabupaten Ponorogo proses sirkulasi elite terjadi antara governing elite melawan non-governing elite. Adapun faktor penyebab sirkulasi elite sebagai berikut: pertama, didorong karena koalisi besar yang dibangun oleh petahana Ipong Muchlissoni tidak berjalan dengan baik dan bahkan sebagian besar beralih ke pihak lawan. Kedua, sirkulasi elite terjadi karena terdapat beberapa kontroversi perilaku petahana dalam pandangan masyarakat yang masih kuat dengan unsur santri dan budaya. Ketiga, mengenai kinerja petahana yang dinilai buruk salah satunya terkait dengan dugaan korupsi dan berbagai kebijakan yang tidak pro rakyat kecil. Keempat, strategi kubu penantang menyesuaikan kultur masyarakat Ponorogo yang menginginkan sosok pemimpin yang merakyat serta keberhasilan penantang dalam merangkul ormas ormas di Ponorogo, sehingga proses sirkulasi elite dapat terjadi. Studi ini juga memberikan pemahaman politik bahwa Pilkada sebagai proses untuk merebut dan mempertahankan kekuasaan, dimana petahana berusaha mempertahankan jabatannya sementara penantang berusaha merebutnya di arena Pilkada. Penelitian ini menemukan implikasi akademis bahwa sirirkulasi elite tidak hanya didorong oleh kekuatan ekonomi dan politik, tetapi juga oleh hubungan sosial yang kuat dengan masyarakat. Temuan ini memperkuat teori sirkulasi elite Pareto, dengan menekankan bahwa dalam konteks tertentu, modal sosial bisa lebih berpengaruh daripada modal ekonomi dalam pergantian elite. Selain itu, sirkulasi elite dapat berlangsung efektif melalui Pilkada jika elite baru mampu memanfaatkan dinamika sosial.

English Abstract

This study departs from the failure of the incumbent which causes elite circulation process in the 2020 Regional Head Election in Ponorogo Regency, East Java. Ponorogo Regency, East Java. This research aims to reveal the process of circulation process, factors causing elite circulation and the impact of circulation. For this reason, this research applies a qualitative case study method. This study found that in the context of the Ponorogo Regency, the elite circulation process occurs between the governing elite and the nongoverning elite. Fourth, the challenger's strategy adjusts to the the culture of the people of Ponorogo who want a populist leader and the success of the challenger in embracing mass organizations in Ponorogo. The challenger's success in embracing mass organizations in Ponorogo, so that the process of elite circulation can occur. This study also provides political understanding that Pilkada is a process to seize and maintain power, where the incumbent tries to maintain his position while the challenger tries to maintain his position. This study found academic implications that elite circulation is not only driven by economic and political power, but also by strong social ties with the community. This finding reinforce Pareto's elite circulation theory, by emphasizing that in certain contexts, social capital can be more influential than economic capital. In addition, elite circulation can take place effectively through Pilkada if the new elite is able to take advantage of social dynamics.
