Abstract
Kota Depok menjadi salah satu Kota Penunjang Ibu Kota Indonesia yaitu Jakarta, sebagai Kota Penunjang, Kota Depok menjadi salah satu Kota dengan jumlah penduduk yang sangat besar. Sebagai Kota dengan jumlah penduduk yang banyak, menjadikan Kota Depok berperan penting bagi pelayanan Kesehatan. Angka kematian bayi yang tinggi menjadi salah satu permasalah bagi pelayanan Kesehatan yang ada di Kota Depok. Pemerintah Kota Depok melalui Dinas Kesehatan berperan penting dalam melakukan pelayanan Kesehatan bagi masyarakatnya. Selain itu, besarnya beban birokrasi di Indonesia menjadi permasalahan beruntun yang berdampak pada pelayanan Kesehatan. Berdasarkan permasalahan tersebut, peneliti melakukan pendekatan analisis dengan teori Reinventing Government yang dicanangkan oleh Ted Gaabler dan David Osborn di Amerika Serikat pada tahun 1990. Reinventing Government merupakan lanjutan dari paradigma New Public Management (NPM) yang artinya Mewirausahakan Birokrasi yang terdapat 10 prinsip yang akan menjadi tolak ukur dalam analisis yang peneliti lakukan. Penelitian ini menggunakan kualitatif dengan metode deskriptif. Data Primer didapatkan dari hasil wawancara dan data sekunder dokumen-dokumen dan peraturan/Undang-undang yang berkorelasi dengan penelitian ini. Dari hasil Penelitian ini, menunjukkan bahwa indikator-indikator dari 10 prinsip yang ada pada Reinventing Government diterapkan pada Dinas Kesehatan Kota Depok sebagai upaya dalam meningkatkan kualitas pelayanan kesehatan di Kota Depok.
English Abstract
Depok City is one of the supporting cities of the Indonesian capital, namely Jakarta. As a supporting city, Depok City is one of the cities with a very large population. As a city with a large population, Depok City plays an important role in health services. The high infant mortality rate is one of the problems for health services in Depok City. The Depok City Government, through the Health Service, plays an important role in providing health services for its community. Apart from that, the large burden of bureaucracy in Indonesia has become a series of problems that have an impact on health services. Based on these problems, researchers took an analytical approach using the Reinventing Government theory which was launched by Ted Gabler and David Osborn in the United States in 1990. Reinventing Government is a continuation of the New Public Management (NPM) paradigm which means Entrepreneurial Bureaucracy which contains 10 principles that will become benchmarks in the analysis that researchers carry out. This research uses qualitative with descriptive methods. Primary data was obtained from interviews and secondary data from documents and regulations/laws that correlate with this research. From the results of this research, it shows that the indicators of the 10 principles in Reinventing Government are applied to the Depok City Health Service as an effort to improve the quality of health services in Depok City.
