Abstract

Ketersediaan sediaan farmasi dengan spesifikasi yang sesuai, jumlah yang cukup, dan kualitas yang terjamin, bergantung kepada proses pengadaan sediaan farmasi yang bermutu. Pengadaan sediaan farmasi dapat terganggu apabila terjadi keterlambatan pembayaran adalah karena penyelesaian dokumen klaim pembayaran lama dan melebihi batas waktu klaim. Penelitian ini bertujuan untuk mengevaluasi dampak intervensi Lean terhadap beberapa indikator mutu dalam pengadaan sediaan farmasi di RSUD Ngudi Waluyo Wlingi. Metodologi Penelitian ini menggunakan pendekatan action research yang melibatkan siklus diagnosa, perencanaan, tindakan, dan evaluasi. Data dikumpulkan melalui tinjauan literatur, dokumen rumah sakit, observasi, dan wawancara dengan karyawan. Pengukuran ulang indikator mutu dilakukan sebelum dan sesudah penerapan lean untuk mengevaluasi dampaknya. Penerapan lean menunjukkan kelangkapan berkas meningkat dari 50% menjadi 99,7%. Indikator tertundanya pembayaran turun dari 47% menjadi 0%. Indikator jarak tempuh dokumen turun dari 550 meter menjadi 136 meter. Uji normalitas digunakan untuk menentukan distribusi data, diikuti dengan uji hipotesis menggunakan uji Shapiro-Wilk. Waktu penyelasian dokumen turun dari 65 hari menjadi 20 hari. Dari hasil pengukuran ini, dapat disimpulkan bahwa intervensi Lean berhasil meningkatkan kelengkapan berkas dan menghilangkan tertundanya pembayaran, memperpendek jarak tempuh dokumen, serta memperpendek waktu penyelesaian dokumen. Penerapan Lean juga berhasil mengidentifikasi dan mengurangi waste seperti defect, waiting, transportation, dan overprocessing melalui langkah-langkah seperti penyusunan standar pengadaan, penggunaan teknologi informasi, penandaan dokumen, dan perubahan lokasi tanda tangan. Penerapan Lean Management dalam pengadaan sediaan farmasi di Rumah Sakit Ngudi Waluyo Wlingi berhasil meningkatkan efisiensi dan mutu proses pengadaan.

English Abstract

The availability of pharmaceutical supplies that meet appropriate specifications, are available in sufficient quantities, and maintain assured quality, depends on the effectiveness of the pharmaceutical procurement process. This process can be disrupted if payment delays occur due to slow completion of payment claim documents that exceed the claim submission deadlines. This study aims to evaluate the impact of Lean intervention on several quality indicators in the pharmaceutical procurement process at Ngudi Waluyo Regional Hospital, Wlingi. The research methodology employed an action research approach, involving cycles of diagnosis, planning, action, and evaluation. Data were collected through literature reviews, hospital documentation, observations, and interviews with employees. Re-assessment of quality indicators was conducted before and after the implementation of Lean to evaluate its impact. The application of Lean demonstrated an increase in document completeness from 50% to 99.7%. The indicator of delayed payments decreased from 47% to 0%. The document travel distance indicator was reduced from 550 meters to 136 meters. A normality test was used to determine data distribution, followed by hypothesis testing using the Shapiro-Wilk test. The document processing time decreased from 65 days to 20 days. Based on these measurements, it can be concluded that Lean intervention successfully improved document completeness, eliminated payment delays, shortened the document travel distance, and reduced the document processing time. The implementation of Lean also identified and minimized waste, such as defects, waiting times, transportation, and overprocessing, through measures such as the establishment of procurement standards, use of information technology, document tagging, and changes to the signature location. The application of Lean Management in the pharmaceutical procurement process at Ngudi Waluyo Regional Hospital, Wlingi, successfully enhanced the efficiency and quality of the procurement process.
