Abstract
Program SIP BANGET dirancang untuk mengatasi ketidakmerataan kunjungan ke desa/kelurahan dengan menyediakan informasi tentang paket wisata dan potensi wisata di 24 desa/kelurahan di Kota Batu. Meskipun baru berjalan selama dua tahun, beberapa kendala telah teridentifikasi yang menghambat keberhasilan program promosi desa wisata di Kota Batu. Dalam konteks ini, tanggung jawab utama untuk menjalankan program tersebut berada di tangan Dinas Pariwisata Kota Batu sebagai inisiator program SIP BANGET. Penelitian ini memiliki tujuan untuk mengetahui implementasi program SIP BANGET dalam pengembangan pariwisata melalui promosi desa wisata di Kota Batu. Untuk menganalisis hasil penelitian ini, digunakanlah enam varibel dalam teori model implementasi kebijakan Van Meter dan Van Horn. Penelitian ini mengadopsi metode penelitian deskriptif kualitatif. Adapun teknik pengumpulan data meliputi wawancara, observasi, dan dokumentasi. Terakhir, teknik analisis data dilakukan melalui proses kondensasi, penyajian, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pelaksanaan program SIP BANGET di Kota Batu masih kurang baik dari segi kurangnya konsistensi dalam menuntaskan target program. Hal ini diikuti dengan kurangnya sumber daya manusia, anggaran dan fasilitas yang menyebabkan terhambatnya pendampingan yang dilakukan oleh aktor pelaksana. Selain itu, pemahaman pihak pelaksana dan partisipasi masyarakat masih rendah mengenai prosedur dan tujuan program SIP BANGET sehingga pelaksanaan program ini masih belum optimal
English Abstract
The SIP BANGET Program is designed to address the uneven distribution of visits to villages/urban neighborhoods by providing information about tour packages and tourism potential in 24 villages/urban neighborhoods in Kota Batu. Despite being operational for only two years, several obstacles have been identified that hinder the success of the village tourism promotion program in Kota Batu. In this context, the primary responsibility for executing the program lies with Dinas Pariwisata Kota Batu as the initiator of the program. This research aims to assess the implementation of the SIP BANGET program in tourism development through village tourism promotion in Kota Batu. To analyze the research findings, six variables from the Van Meter and Van Horn policy implementation model are employed. This study adopts a qualitative descriptive research method. Data collection techniques include interviews, observations, and documentation. Finally, data analysis is conducted through the processes of condensation, presentation, and conclusion drawing. The research results indicate that the implementation of the SIP BANGET program in Kota Batu is still inadequate due to inconsistencies in achieving program targets. This is compounded by insufficient human resources, budgetary constraints, and limited facilities, which hinder the support provided by implementing actors. Furthermore, the understanding of implementing parties and community participation regarding the procedures and objectives of the SIP BANGET program remains low, resulting in suboptimal program implementation.
