Abstract
Penelitian ini membahas tentang analisis proses evaluasi kinerja yang ada pada Kantor Wilayah Kementerian Hukum dan HAM. Hal tersebut dilatarbelakangi oleh belum ditemukan data yang menunjukkan implementasi akuntabilitas kinerja pegawai, Perjanjian kinerja yang ada sebagai bentuk penetapan standar kerja tidak menjadi landasan penilaian kinerja pegawai sepenuhnya, dan adanya perubahan format SKP yang menghambat pelaksanaan penilaian evaluasi kinerja pegawai. Metode yang digunakan peneliti dalam penelitian ini adalah metode kualitatif studi kasus. Dalam menjabarkan analisis proses evaluasi kinerja tersebut, peneliti menggunakan teori evaluasi kinerja oleh Gary Dessler yang memiliki 3 indikator diantaranya yakni menetapkan standar kerja, menilai kinerja aktual terhadap standar, dan memberikan umpan balik kepada pegawai. Di dalam indikator menilai kinerja aktual terhadap standar tersebut terdapat 11 (sebelas) metode yang disesuaikan dengan kondisi riil pada Kantor Wilayah Kementerian Hukum dan HAM Jawa Timur. Hasil penelitian menunjukkan bahwa pelaksanaan evaluasi kinerja sudah sesuai dan dilaksanakan berdasarkan 3 (tiga) indikator. Penetapan standar kerja diimplementasikan melalui dokumen RENSTRA, RENJA, Perjanjian Kinerja, dan SKP. Namun, dari 11 (sebelas) metode yang tertera pada indikator menilai kinerja aktual terhadap standar, Kantor Wilayah Kementerian Hukum dan HAM Jawa Timur yang terlihat dilaksanakan yakni metode insiden kritis, metode formulir naratif, manajemen berdasarkan sasaran dan metode penilaian kinerja terkomputerisasi dan berbasis situs. Adanya pemberian reward dan punishment juga membuktikan bahwa pelaksanaan pemberian umpan balik kepada pegawai benar dilakukan oleh Kantor Wilayah Kementerian Hukum dan HAM Jawa Timur.
English Abstract
This research discusses about the analysis about officer performance evaluation process in Regional Office of the Ministry of Law and Human Rights. The problem that occurs in the research is due to the fact that no data has been found that shows the implementation of employee performance accountability, the existing performance agreement as a form of determining work standards does not form the basis for a full employee performance assessment, and there is a change in the SKP format that hinders the implementation of the employee performance evaluation assessment. The method used by researchers in this study is the qualitative method of case studies. In describing the analysis of the performance evaluation process, researchers used Gary Dessler's performance evaluation theory, which has 3 indicators including setting work standards, evaluating actual performance against standards, and providing feedback to employees. In the indicator, there are 11 (eleven) methods adapted to real conditions at the Regional Office of the Ministry of Law and Human Rights in East Java, according to the actual performance of the standard. The research results show that the performance evaluation is appropriate and carried out based on 3 (three) indicators. The establishment of work standards is implemented through RENSTRA, RENJA, Performance Agreement, and SKP documents. However, of the 11 (eleven) methods listed on the indicators assess actual performance against standards, the Regional Office of the Ministry of Law and Human Rights of East Java is seen to be implemented, namely the critical incident method, narrative form method, target-based management and computerized and site-based performance assessment method. The provision of rewards and punishment also proves that the implementation of feedback to employees is correct by the Regional Office of the Ministry of Law and Human Rights in East Java.
