Abstract
E-government adalah konsep penerapan digitalisasi pada pelaksanaan kegiatan yang dilakukan oleh Badan Pengawas Pemilihan Umum Kota Batu untuk menunjang pelaksanaan tugas-tugasnya. Pada penerapannya, Badan Pengawas Pemilihan Umum Kota Batu memanfaatkan website sebagai media pelayanan e-government, yaitu publikasi, interaksi, dan transaksi kepada masyarakat, khususnya di Kota Batu. Kontribusi dari adanya website melibatkan berbagai pihak, yaitu pihak pemerintah, masyarakat, dan organisasi masyarakat. Penelitian ini akan melihat efektivitas dan kontribusi yang diberikan dari website Badan Pengawas Pemilihan Umum Kota Batu kepada pihak yang berkaitan melalui Teori E-Government yang dikemukakan oleh Indrajit. Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Hasil dari penelitian ini menunjukkan bahwa pemanfaatan website oleh Badan Pengawas Pemilihan Umum Kota Batu masih belum optimal dimana pada indikator publikasi masih banyak di antara organisasi masyarakat, maupun masyarakat secara langsung yang kurang merasakan kontribusinya. Selain itu, dari adanya pemanfaatan website yang kurang optimal, maka bentuk interaksi dan transaksi yang dilakukan juga akan terhambat.
English Abstract
E-government is a concept of implementing digitalization on the activities carried out by Batu City Election Supervisory Board to support the execution of its duties. In its application, Batu City Election Supervisory Board utilize website as a medium for egovernment services, such as publication, interaction, and transaction to the citizens, especially in Batu City. Contribution from the website involving various parties, namely the government, the citizens, and the community. This research will focus at the effectiveness and contribution of Batu City Election Supervisory Website’s regarding to the related parties through the E-Government Theory which stated by Indrajit. This research uses descriptive qualitative research methods. The results of this study show that the implementation of Batu City Election Supervisory Website’s is not yet optimal which in terms of publication indicator there are many of the community, or even the citizens itself that does not really receives the contribution. Apart from that, if the use of the website is not optimal, then the forms of interactions and transactions will also be hampered.
