Abstract

Website SIPEDULI merupakan website untuk mengurus administrasi kependudukan secara online yang diluncurkan oleh Dispendukcapil Kabupaten Malang pada tahun 2020. Pada tahun 2021, website SIPEDULI mengalami kebocoran data yang menyebabkan menurunnya tingkat kepercayaan masyarakat. Dispendukcapil Kabupaten Malang berkomitmen untuk memperbaiki sistem dan meluncurkan kembali SIPEDULI pada tahun 2022. Penelitian kualitatif ini ditujukan untuk menganalisis tingkat kematangan website SIPEDULI yang baru diluncurkan tersebut. Teori yang digunakan adalah e-government maturity models oleh Fietkiewicz dengan 5 pilar yaitu information dissemination, communication, transaction, interopabilty/integration, participation. Hasil penelitian ini menunjukkan bahwa website SIPEDULI belum memenuhi tingkat kematangan egovernment. Dari kelima pilar, website SIPEDULI hanya memenuhi satu pilar yakni pilar interopability yang memperoleh nilai paling maksimal daripada keempat pilar lainnya.

English Abstract

The SIPEDULI website is a website for managing population administration online which was launched by the Malang Regency Population and Civil Registration Department in 2020. In 2021, the SIPEDULI website experienced a data leak which caused a decrease in the level of public trust. The Malang Regency Population and Civil Registration Department is committed to improving the system and relaunching SIPEDULI in 2022. This qualitative research is aimed at analyzing the maturity level of the newly launched SIPEDULI website. The theory used is the e-government maturity model by Fietkiewicz with 5 pillars, namely information dissemination, communication, transactions, interoperability/integration, participation. The results of this research indicate that the SIPEDULI website does not yet meet the level of e-government maturity. Of the five pillars, the SIPEDULI website only fulfills one pillar, namely the interopability pillar which received the maximum score compared to the other four pillars.
