Abstract

Penelitian ini bertujuan untuk menganalisis pelaksanaan proyek Kerjasama Pemerintah dengan Badan Usaha (KPBU) Rumah Susun Perkotaan Surabaya dengan menggunakan pendekatan Quintuple Helix. Penelitian ini menggunakan metode kualitatif dengan studi kasus, melibatkan wawancara dengan perwakilan dari pemerintah, akademisi, masyarakat, dan industri. Hasil penelitian menunjukkan bahwa masing-masing helix memiliki peran yang signifikan dalam keberhasilan proyek. Pemerintah daerah, sebagai Penanggung Jawab Proyek Kerjasama (PJPK), memiliki peran sentral dalam menetapkan kebijakan dan regulasi. Akademisi memberikan landasan ilmiah dan analisis objektif. Masyarakat berperan dalam menyampaikan aspirasi dan kebutuhan mereka. Industri berperan sebagai investor dan pengembang. Lingkungan menjadi pertimbangan penting dalam desain dan pembangunan rumah susun. Penelitian ini menyimpulkan bahwa kolaborasi yang erat antara semua helix sangat penting untuk mengatasi tantangan dan memastikan keberhasilan proyek KPBU Rumah Susun Perkotaan Surabaya

English Abstract

This study aims to analyze the implementation of the Public-Private Partnership (PPP) Urban Apartment Project in Surabaya using the Quintuple Helix approach. This research uses a qualitative method with a case study approach, involving interviews with representatives from the government, academics, community, and industry. The results show that each helix has a significant role in the success of the project. The local government, as the Person in Charge of the Cooperation Project (PJPK), has a central role in establishing policies and regulations. Academics provide a scientific basis and objective analysis for decision-making. The community plays a role in conveying their aspirations and needs, as well as ensuring the project meets their expectations. The industry acts as an investor and developer responsible for financing, building, and operating the vertical housing. The environment is an important consideration in the design and construction of vertical housing, with the application of Green Building (GB) standards to ensure environmental sustainability. This study concludes that close collaboration between all helixes is essential to overcome challenges and ensure the success of the Surabaya Urban Apartment PPP project.
