Abstract

Badan Pengelola Keuangan dan Aset Daerah Kabupaten Brebes, memiliki inovasi sistem informasi berbasis aplikasi untuk layanan informasi pelaporan keuangan di Kabupaten Brebes, bernama SIPIKIR BERES (Sistem Informasi Pelaporan Keuangan dan Informasi BPKAD Kabupaten Brebes. Penelitian ini penting dilakukan karena pengelolaan laporan keuangan Pemda Kabupaten Brebes masih didominasi permasalahan pelaporan keuangan masih secara manual, keterbatasan tenaga pengarsip dengan jumlah dokumen SP2D yang mencapai 11.000 dokumen tiap tahunnya sehingga menjadi keterbatasan jarak dan waktu bagi SKPD se-Kabupaten Brebes untuk mendapatkan informasi pelaporan keuangan daerah sehingga dibutuhkan suatu terobosan atau inovasi. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan peneliti adalah observasi, wawancara, dan dokumentasi. Hasil penelitian ini menunjukkan bahwa inovasi SIPIKIR BERES sesuai dengan indikator innovation of diffucion menurut Everett M. Rogers yaitu Relative Advantages, Compability, Trialability, dan Observability yang sudah mengarah pada pemberian layanan informasi yang tersaji secara tepat waktu, terarsip dan mudah diakses kapanpun dan dimanapun. Pada indikator Complexity sampai saat ini jika aplikasi SIPIKIR BERES tidak sering digunakan akan mengalami kerumitan seperti system error bagi pengguna tetap khususnya para OPD. Namun, kebutuhan yang tinggi akan informasi Laporan Keuangan untuk SKPD Kabupaten Brebes menjadi faktor pendukung untuk terus menjalankan inovasi ini. Saran penulis adalah BPKAD Kabupaten Brebes segera mengadakan pelatihan lanjutan, mengadakan kegiatan monitoring dan evaluasi secara rutin, serta melakukan pemeliharaan aplikasi bersama pihak ketiga

English Abstract

The Regional Financial and Asset Management Agency of Brebes Regency has an innovative application-based information system for financial reporting information services in Brebes Regency, called SIPIKIR BERES (Financial Reporting and Information Information System of BPKAD Brebes Regency). This research is important to do because the management of the Brebes Regency Regional Government's financial reports is still dominated by the problem of manual financial reporting, limited archiving personnel with the number of SP2D documents reaching 11,000 documents each year so that it becomes a distance and time limitation for SKPDs throughout Brebes Regency to obtain regional financial reporting information so that a breakthrough or innovation is needed. This research uses descriptive research with a qualitative approach. The data collection techniques used by researchers are observation, interviews, and documentation. The results of this study indicate that the SIPIKIR BERES innovation is in accordance with the indicators of innovation of diffucion according to Everett M. Rogers, namely Relative Advantages, Compability, Trialability, and Observability which have led to the provision of information services that are presented in a timely manner, archived and easily accessible anytime and anywhere. In the Complexity indicator until now, if the SIPIKIR BERES application is not used frequently, it will experience complexities such as system errors for regular users, especially OPDs. However, the high need for Financial Report information for the Brebes Regency SKPD is a supporting factor for continuing to run this innovation. The author's suggestion is that BPKAD Brebes Regency immediately hold further training, hold regular monitoring and evaluation activities, and carry out application maintenance with third parties.
