Abstract

Pelaksanaan program revitalisasi pasar tradisional yang dijalankan oleh Pasar Setono Betek Kota Kediri memiliki tujuan untuk menjadikan pasar tersebut sebagai pasar sehat, nyaman, dan aman bagi seluruh pedagang maupun pengunjung. Namun, masih ditemukan pedagang konveksi yang justru mengalami kemunduran dikarenakan kondisi pasar yang semakin sepi setelah revitalisasi. Tujuan penelitian ini untuk mengetahui bentuk-bentuk kebertahanan dalam subsistensi pedagang konveksi setelah revitalisasi dan motif pedagang untuk terus bertahan dalam batas subsisten. Penelitian ini menggunakan teori moral ekonomi James Scott. Metode penelitian ini menggunakan kualitatif deskriptif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi dengan teknik penentuan informan snowball sampling. Hasil penelitian ini ditemukan bahwa pedagang konveksi menolak menempati lantai dua pasar karena mereka yakin apabila berjualan di lantai dua akan sepi pembeli. Hal tersebut telah terbukti dengan adanya pedagang konveksi yang menempati lantai dua. Selain itu, penurunan pendapatan turut dirasakan oleh pedagang konveksi baik lantai satu maupun lantai dua. Dengan demikian, pedagang konveksi menggunakan strategistrategi untuk mempertahankan ekonominya. Tindakan subsistensi pedagang konveksi dalam batas moralitas ekonomi ditunjukkan dengan beberapa tindakan yaitu 1) membuka cabang penjualan di tempat lain; 2) beralih jenis dagangan; 3) membatasi pengeluaran kebutuhan sehari-hari. Pengelola pasar turut melakukan strategi promosi untuk meningkatkan daya tarik yaitu dengan cara mengadakan kegiatan-kegiatan yang mengundang banyak warga untuk mengujungi Pasar Setono Betek serta akan mengadakan perombakan zonasi dagang.

English Abstract

The implementation of the traditional market revitalization program carried out by Pasar Setono Betek, Kediri City has the aim of making the market a healthy, comfortable, and safe market for all traders and visitors. However, there are still convection traders who actually experience a setback due to the increasingly quiet market conditions after revitalization. The purpose of this study is to find out the forms of survival in the subsistence of convection traders after revitalization and the motives of traders to continue to survive within the subsistence limit. This research uses James Scott's moral economy theory. This research method uses descriptive qualitative. The data collection techniques used are interviews, observation, and documentation with the technique of determining informants snowball sampling. The results of this study found that convection traders refuse to occupy the second floor of the market because they believe that if they sell on the second floor there will be few buyers. This has been proven by the convection traders who occupy the second floor. In addition, the decline in income was also felt by convection traders on both the first and second floors. Thus, convection traders use strategies to maintain their economy. The subsistence actions of convection traders within the limits of economic morality are shown by several actions, namely 1) opening sales branches in other places; 2) switching types of merchandise; 3) limiting expenditures on daily needs. Market managers also carry out promotional strategies to increase attractiveness, namely by holding activities that invite many residents to visit Setono Betek Market and will hold a trade zoning overhaul.
