Abstract

Perusahaan amatan merupakan perusahaan manufaktur yang bergerak di industri otomotif. Divisi Purchasing di perusahaan amatan memiliki peran yang sangat penting dalam menjalankan proses bisnis. Namun, terdapat permasalahan budaya organisasi di divisi tersebut. Permasalahan utama adalah komunikasi dan kepemimpinan. Selain itu, kurangnya implementasi nilai budaya yaitu Innovativeness dan Bad News First juga menjadi permasalahan budaya pada divisi ini. Oleh karena itu, diperlukan analisis budaya organisasi untuk mengetahui karakteristik budaya organisasi di Divisi Purchasing. Pada penelitian ini analisis budaya organisasi menggunakan metode Organizational Culture Assessment Instrument (OCAI) dan Technique For Others Reference by Similarity to Ideal Solution (TOPSIS). Metode OCAI digunakan untuk mengidentifikasi budaya organisasi ke 4 tipe yaitu Clan, Adhocracy, Market, dan Hierarchy serta fokus mengidentifikasi yang dominan saaat ini dan yang diharapkan di masa mendatang. Metode OCAI akan mengidentifikasi melalui 6 kriteria yaitu karakteristik dominan, kepemimpinan organisasi, pengelolaan karyawan, perekat organisasi, penekanan strategis, dan kriteria keberhasilan. Metode TOPSIS digunakan untuk pengolahan data dan pengambilan keputusan untuk tipe budaya organisasi yang dominan saat ini dan yang diharapkan di masa mendatang. Hasil penelitian menunjukkan bahwa profil budaya organisasi Divisi Purchasing saat ini didominasi oleh budaya Hierarchy dengan nilai 0,7182. Budaya ini berfokus pada stabilitas dan efisiensi yang memiliki lingkungan kerja yang terstruktur dan terorganisir. Sedangkan, tipe budaya organisasi yang diharapkan di masa mendatang adalah budaya Adhocracy dengan nilai 0,6823. Budaya ini berfokus pada inovasi, fleksibilitas, dan pengambilan risiko. Hasil tersebut sesuai dengan keluhan karyawan Divisi Purchasing terkait kurangnya komunikasi dan pemimpin yang inovatif serta kurangnya implementasi nilai Innovativeness dan Bad News First. Budaya Adhocracy yang berfokus pada inovasi, fleksibilitas, dan pengambilan risiko dapat meningkatkan nilai Innovativeness pada Divisi Purchasing. Selain itu, budaya Adhocracy yang memiliki lingkungan kerja yang lebih terbuka dan fleksibel dapat meningkatkan komunikasi dan implementasi nilai Bad News First. Selain itu, berdasarkan hasil analisis tipe budaya yang dominan untuk setiap kriteria terdapat perubahan tipe budaya yang diharapkan yaitu budaya Adhocracy untuk kriteria kepemimpinan organisasi, pengelolaan karyawan, dan penekanan strategis serta budaya Clan untuk kriteria perekat organisasi sehingga rekomendasi perbaikan yang diberikan yaitu untuk meningkatkan implementasi budaya Adhocracy dan Clan yang dapat diterapkan pada Divisi Purchasing.

English Abstract

The observed company is a manufacturing company in the automotive industry. The Purchasing Division in the observed company plays an important role in business processes. However, there are organizational culture issues within this division. The main problems are communication and leadership. In addition, the lack of implementation of cultural values, namely Innovativeness and Bad News First, also becomes a cultural problem in this division. Therefore, an analysis of the organizational culture is needed to understand the characteristics of the organizational culture in the Purchasing Division. The organizational culture analysis used the Organizational Culture Assessment Instrument (OCAI) and the Technique for Others Reference by Similarity to Ideal Solution (TOPSIS) methods in this study. The OCAI method is used to identify the organizational culture into 4 types: Clan, Adhocracy, Market, and Hierarchy, and focuses on identifying the dominant culture currently and the expected culture in the future. The OCAI method will identify through 6 criteria: dominant characteristics, organizational leadership, employee management, organizational glue, strategic emphasis, and success criteria. The TOPSIS method is used for data processing and decision-making for the dominant organizational culture type currently and the expected culture in the future. The results of the study indicate that the current organizational culture profile of the Purchasing Division is dominated by the Hierarchy culture with a value of 0.7182. This culture focuses on stability and efficiency, with a structured and organized work environment. Meanwhile, the expected organizational culture type in the future is Adhocracy with a value of 0.6823. This culture focuses on innovation, flexibility, and risk-taking. These results align with the complaints of the Purchasing Division employees regarding the lack of communication and innovative leadership, as well as the lack of implementation of Innovativeness and Bad News First values. An Adhocracy culture, which emphasizes innovation, flexibility, and risk-taking, can enhance the value of Innovativeness in the Purchasing Division. Furthermore, an Adhocracy culture with a more open and flexible work environment can improve communication and the implementation of the Bad News First value. In addition, based on the results of the analysis of the dominant culture type for each criterion, there are changes in the expected culture type, namely Adhocracy culture for the criteria of organizational leadership, employee management, and strategic emphasis, as well as Clan culture for the criteria of organizational glue. Therefore, the recommended improvements are to enhance the implementation of Adhocracy and Clan cultures, which can be applied in the Purchasing Division.
