Abstract

Indonesia, dengan morfologi beragam dan berada di jalur Sirkum Pasifik serta Sirkum Mediterania, memiliki banyak gunung api dan curah hujan tinggi, yang menyebabkan rawan bencana seperti longsor. Kabupaten Banyuwangi di Provinsi Jawa Timur, khususnya Kecamatan Licin, sering mengalami longsor dengan intensitas tinggi karena kondisi topografi dan curah hujan lebih dari 500 mm. Meskipun demikian, Kecamatan Licin memiliki potensi wisata besar seperti Geopark Ijen dan beberapa air terjun, yang memerlukan perencanaan berbasis mitigasi bencana untuk mengurangi risiko kerugian dan korban jiwa (BPBD, 2023). Penelitian ini menggunakan analisis risiko bencana longsor sebagai dasar mitigasi struktural dan non-struktural, dengan teknik Analytical Hierarchy Process (AHP) untuk menentukan prioritas mitigasi, guna mendukung pengembangan wisata yang aman dan berkelanjutan di Kecamatan Licin. Kecamatan Licin memiliki risiko bencana longsor yang bervariasi, dengan klasifikasi tinggi di 2450 ha (19,44%), terutama di Desa Pakel, Desa Banjar, dan Desa Licin, akibat kerentanan tinggi, curah hujan tahunan 2000-2500 mm, dan kemiringan lereng lebih dari 25%. Risiko sedang mencakup 7503,4 ha (59,53%) di seluruh desa, dengan faktor penyebab seperti curah hujan tinggi, kapasitas tanggap darurat sedang, dan kerentanan ekonomi serta lingkungan sedang. Risiko rendah meliputi 3647,8 ha (28,94%) di seluruh desa, dengan kapasitas tinggi di Tamansari dan Segobang, serta kerentanan rendah akibat minimnya lahan hutan dan semak belukar. Analisis risiko ini penting untuk perencanaan mitigasi bencana longsor berbasis kapasitas dan kerentanan di Kecamatan Licin. Dilanjutkan dengan menggunakan analisis AHP dalam menentukan langkah mitigasi yang dilakukan dalam menghadapi bencana longsor pada Kecamatan Licin Kabupaten Banyuwangi.

Indonesia, with its diverse morphology and being located on the Pacific and Mediterranean Circumferences, has many volcanoes and high rainfall, which makes it prone to disasters such as landslides. Banyuwangi Regency in East Java Province, especially Licin District, often experiences landslides with high intensity due to topographic conditions and rainfall of more than 500 mm. However, Licin District has great tourism potential, such as the Ijen Geopark and several waterfalls, which require disaster mitigation-based planning to reduce the risk of loss and loss of life (BPBD, 2023). This research uses landslide risk analysis as a basis for structural and non-structural mitigation, with the Analytical Hierarchy Process (AHP) technique to determine mitigation priorities, to support safe and sustainable tourism development in Licin District. Licin District has varying risks of landslides, with a high classification at 2450 ha (19.44%), especially in Pakel Village, Banjar Village, and Licin Village, due to its high vulnerability, annual rainfall of 2000–2500 mm, and slopes of more than 25%. Medium risk covers 7503.4 ha (59.53%) in all villages, with causal factors such as high rainfall, moderate emergency response capacity, and moderate economic and environmental vulnerability. Low risk covers 3647.8 ha (28.94%) in all villages, with high capacity in Tamansari and Segobang and low vulnerability due to the lack of forest land and shrubs. This risk analysis is important for capacity- and vulnerability-based landslide disaster mitigation planning in Licin District. Followed by using AHP analysis to determine mitigation steps to be taken in dealing with landslides in Licin District, Banyuwangi Regency.
