Abstract
Penelitian ini mengangkat permasalahan utama terkait aksi kejahatan transnasional illegal fishing, perlindungan wilayah teritori, dan mengembalikan potensi maritim di Indonesia melalui penerapan implementasi kebijakan poros maritim dunia Presiden Joko Widodo. Tujuan dari penelitian ini yaitu untuk mengetahui proses implementasi kebijakan poros maritim dunia Presiden Joko Widodo dalam melindungi wilayah teritori dan sumber daya laut Indonesia. Penelitian ini diharapkan dapat memberikan pandangan lebih mendalam mengenai implementasi poros maritim dunia dalam konteks melindungi wilayah teritori serta sumber daya laut Indonesia terhadap aksi kejahatan transnasional. Dengan menggunakan teori Implementasi Kebijakan dari Merilee S. Grindle, penelitian ini menelusuri mengenai bagaimana proses implementasi berjalan dan temuan dampak selama proses implementasi. Temuan utama menunjukkan bahwa proses implementasi kebijakan telah memperlihatkan kinerja tugas dan peran stakeholder yang terlibat, kontribusi kepada Indonesia melalui pengembangan infrastruktur, Sumber Daya Manusia, penambahan alutsista serta teknologi. Melalui implementasi kebijakan proros maritim dunia, Indonesia mampu meningkatkan kapasitas pengawasan serta mencegah kegiatan perikanan yang tidak legal. Kesimpulan dari penelitian ini bahwa implementasi kebijakan poros maritim dunia telah dilaksanakan dalam melindungi wilayah teritori dan sumber daya laut Indonesia.
English Abstract
This research raises the main issues related to the action of transnational crimes of illegal fishing, protection of territory, and restoring maritime potential in Indonesia through the implementation of President Joko Widodo's world maritime axis policy. The purpose of this research is to find out the implementation process of President Joko Widodo's world maritime axis policy in protecting Indonesia's territory and marine resources. This research is expected to provide a more in�depth view of the implementation of the world maritime axis in the context of protecting Indonesia's territory and marine resources against transnational crime. Using Merilee S. Grindle's Policy Implementation theory, this research explores how the implementation process runs and the findings of the impact during the implementation process. The main findings show that the policy implementation process has shown the performance of tasks and roles of stakeholders involved, contributions to Indonesia through infrastructure development, human resources, additional defense equipment and technology. Through the implementation of the world maritime axis policy, Indonesia is able to increase monitoring capacity and prevent illegal fisheries activities. The conclusion of this research is that the implementation of the world maritime axis policy has been carried out in protecting Indonesia's territory and marine resources.
