Abstract

Penelitian ini mengeksplorasi dampak kebijakan Dinas Piwisata pasca new normal COVID�19 pada Desa Wisata Tulungrejo di Kota Batu, berfokus pada Usaha Mikro, Kecil, dan Menengah (UMKM) serta petani. Dengan menggunakan pendekatan kualitatif dan studi kasus, penelitian ini bertujuan untuk mengevaluasi dampak kebijakan dan strategi Dinas Pariwisata Kota Batu di desa Tulungrejo. Data dikumpulkan melalui wawancara, observasi langsung, dan analisis dokumen. Kemudian dilakukan evaluasi kebijakan publik menggunakan teori kebijakan yang dikembangkan oleh Anderson. Hasil penelitian menunjukkan bahwa dengan adanya kebijakan yang telah dibuat oleh Dinas Pariwisata dapat meningkatkan partisipasi masyarakat dalam pengelolaan pariwisata dan memberi peluang ekonomi baru bagi UMKM dan petani. Pertumbuhan ekonomi lokal di sektor pariwisata juga meningkatkan pendapatan dan kesejahteraan masyarakat setempat. Evaluasi dampak kebijakan pengembangan desa wisata menemukan keseimbangan antara dampak yang diharapkan dan tidak diharapkan, namun diperlukan evaluasi mendalam untuk optimalisasi dampak positif. Efisiensi penggunaan sumber daya juga perlu ditingkatkan untuk keberlanjutan program dan kebijakan pengembangan desa. Pengembangan Desa Wisata Tulungrejo memiliki potensi untuk memberikan dampak positif signifikan pada aspek sosial dan ekonomi masyarakat setempat, namun diperlukan upaya lebih lanjut dalam pengelolaan dan evaluasi kebijakan untuk mencapai hasil yang optimal.

English Abstract

This research explores the impact of the Tourism Service's policies after the new normal COVID-19 on the Tulungrejo Tourism Village in Batu City, focusing on Micro, Small and Medium Enterprises (MSMEs) and farmers. By using a qualitative approach and case studies, this research aims to evaluate the impact of policies and strategies of the Batu City Tourism Office in Tulungrejo village. Data was collected through interviews, direct observation and document analysis. Then an evaluation of public policy was carried out using the policy theory developed by Anderson. The research results show that the policies that have been made by the Tourism Office can increase community participation in tourism management and provide new economic opportunities for MSMEs and farmers. Local economic growth in the tourism sector also increases the income and welfare of local communities. Evaluation of the impact of tourism village development policies finds a balance between expected and unexpected impacts, but in-depth evaluation is needed to optimize positive impacts. The efficiency of resource use also needs to be improved for the sustainability of village development programs and policies. The development of the Tulungrejo Tourism Village has the potential to have a significant positive impact on the social and economic aspects of the local community, however further efforts are needed in management and policy evaluation to achieve optimal results
