Abstract

Penelitian ini mengkaji efektivitas Jejaring Kelembagaan yang dibangun Bawaslu Kota Malang dengan berbagai stakeholder terkait, seperti KPU Kota Malang, Dinas Kependudukan dan Pencatatan Sipil Kota Malang, Cabang Dinas Pendidikan Kota Malang-Kota Batu serta Kepolisian dalam mengoptimalkan pengawasan penyusunan Daftar Pemilih Tetap Pemilu 2024. Penelitian ini menggunakan Teori Network Institutionalism yang digagas oleh Christopher Ansell (2008). Metode penelitian yang digunakan adalah kualitatif dengan pendekatan studi kasus dengan pengumpulan data berupa wawancara, studi pustaka dan dokumentasi. Hasil penelitian menunjukan bahwa jaringan kebijakan vertikal antara Bawaslu Kota Malang dengan jajaran Panwascam dan PKD koordinasinya tegak lurus dari atas kebawah, kemudian jaringan kebijakan horizontal memperkuat sinergi dan kolaborasi antar lembaga melalui pertukaran informasi dan dukungan lintas sektor. Efektivitas pengawasan DPT juga ditunjang melalui titik temu tercapainya koordinasi, dimana koordinasi yang terjalin juga tidak dilandasi oleh transaksi ekonomi. Namun, upaya Bawaslu untuk membangun mobilisasi politik dan gerakan sosial belum optimal karena kurangnya keterlibatan aktif dari Lembaga Pemantau, Lembaga Swadaya Masyarakat, mahasiswa dan masyarakat dalam mengawal Bawaslu mengawasi keakuratan DPT. Kemudian pengaruh sosial, psikologi sosial dan budaya politik juga belum sepenuhnya berdampak signifikan. Dapat disimpulkan bahwa jejaring kelembagaan yang terjalin belum optimal karena terbukti tidak memenuhi seluruh indikator. Namun melalui jaringan kerjasama ini dapat memperkuat koordinasi dan sinergitas antar lembaga agar dapat menghasilkan output pengawasan penyusunan Daftar Pemilih Tetap yang optimal.

English Abstract

This study examines the effectiveness of the Institutional Network established by Bawaslu Malang city with various related stakeholders, such as KPU Malang, the Population and Civil Registry Office of Malang, the Education Branch Office of Malang-Batu, and the Police in optimizing the supervision of the preparation of the Final Voters List for the 2024 Election. This research uses the Network Institutionalism Theory proposed by Christopher Ansell (2008). The research method used is qualitative with a case study approach and collecting data through interviews, literature studies, and documentation. The results show that the vertical policy network between Bawaslu Malang and the Panwascam and PKD lines operates in a top-down manner. The horizontal policy network strengthens synergy and collaboration between institutions through information exchange and cross�sectoral support. The effectiveness of the Final Voters List supervision is also supported by the convergence of coordination, where coordination is not based on economic transactions. However, Bawaslu's efforts to build political mobilization and social movements are not optimal due to the lack of active involvement from Monitoring Institutions, Non-Government Organizations, college students, and the community in assisting Bawaslu in supervising the accuracy of the Final Voters List. Furthermore, social influence, social psychology and political culture not had a significant impact. It can be concluded that the established institutional network is not yet optimal, as it does not meet all the indicators. However, through this cooperative network, coordination and synergy between institutions can be strengthened to produce optimal supervision output for the Final Voters List.
