Abstract

Pertanian menjadi sektor yang berperan penting dalam menggerakkan perekonomian negara terlebih di Desa, disamping itu Pemerintah Desa memiliki peranan penting dalam pembangunan pertanian seperti halnya Pemerintah Desa Kumpulrejo Kecamatan Kapas, Bojonegoro yang memiliki sebagian besar wilayahnya difungsikan untuk lahan pertanian padi. Penelitian ini bertujuan untuk mengetahui gambaran peranan Pemerintah Desa Kumpulrejo Kecamatan Kapas Bojonegoro, mengidentifikasi faktor pendukung dan penghambat peran Pemerintah Desa dan menganalisis pengaruh peranan Pemerintah Desa dengan faktor pendukung/penghambat dengan pembangunan pertanian di Desa Kumpulrejo, Kecamatan Kapas Bojonegoro. Jenis penelitian ini termasuk kualitatif deskriptif, dengan fokus penerlitian yaitu peranan Pemerintah Desa dalam pembangunan pertanian di Desa Kumpulrejo Kecamatan Kapas Bojonegoro, kehadiran peneliti sebagai instrumen penelitian dengan melibatkan sebanyak 6 partisipan, teknik penggalian data dilakukan dengan wawancara, observasi dan catatan lapangan, teknik analisis data dilakukan dengan pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian ini menjelaskan bahwa Pemerintah Desa Kumpulrejo Kecamatan Kapas Bojonegoro dalam melakukan pembangunan pertanian di Desa setempat dengan menjalankan empat paranan diantaranya sebagai berikut: Peranan regulator atau pembuat kebijakan, Pemerintah Desa Kumpulrejo Kecamatan Kapas Bojonegoro membuat serta melaksanakan kebijakan pembangunan pertanian yang berfokus pada pembagunan bidang fisik atau infrastruktur pertanian dan pembangunan sumber daya manusia (SDM) petani, keduaanya tetuang dalam Rencana Kerja Pemerintah Desa (RKPDes) setiap tahunnya yang dimulai pada tahun 2018-2023. Peranan dinamisator, Pemerintah Desa Kumpulrejo mendorong petani padi menggunakan teknologi pertanian moderen dari penanaman hingga pemanenan. Fasilitator, Pemerintah Desa Kumpulrejo membangun sarana dan prasaran pertanian dan memberikan modal pertanian berupa bantuan bibit padi dan obat-obatan pertanian secara gratis kepada petani. Katalitasor, Pemerintah Desa Kumpulrejo merespon berbagai keluhan petani dan memberikan solusi secara langsung maupun tidak langsung. Peranan Pemerintah Desa Kumpulrejo Kecamatan Kapas Bojonegoro memberikan dampak positif terhadap pertanian Desa Kumpulrejo hal itu ditandai dengan terjadinya peningkatan hasil pertanian sejak tahun 2018-2023, produksi padi yang dihasilkan setiap tahun selalu mengalami peningkatan hasil produksi, penanggulangan bencana / hama pertanian juga bisa cepat teratasi serta terpenuhinya sarana dan prasaran pertanian yang memudahkan aktivitas pertanian warga Desa Kumpulrejo Kecamatan Kapas Bojonegoro. Faktor pendukung peranan Pemerintah Desa Kumpulrejo dalam pembangunan pertanian padi yaitu adanya partisipasi Masyarakat / petani dalam perencanaan dan pelaksanaan pembangunan pertanian, selain itu juga adanya dukungan dari Pemerintah pusat yaitu Kemendes PDTT dalam bentuk Dana Desa (DD). Sedangkan faktor penghambat peranan Pemerintah Desa dalam pembangunan pertanian dipengaruhi oleh Keterbatasan anggaran yang dimiliki oleh Pemerintah Desa dan yang dapat dialokasikan untuk pembangunan pertanian di Desa Kumpulrejo Kecamatan Kapas Bojonegoro

English Abstract

Agriculture has become an important sector in the movement of the country's economy especially in the village, besides the village government has an important role in the development of agriculture like the government of the village of Kumpulrejo and Kapas district, Bojonegoro which has most of its territory served for the agricultural land of Padi. This study aims to find out the picture of the role of the Government of the Village of Kumprejo district of Kapas Bojoneegoro, identify the supporting and inhibiting factors of the roles of village government and analyze the influence of the government role with supporting / inhibitory factors with agricultural development in the Village, Kapas boyonegoro district. This type of research includes qualitative descriptive, with the focus of investigation namely the role of the village government in the development of agriculture in the village of Kumpulrejo district of Kapas Bojonegoro, the presence of researchers as a research instrument with the involvement of as many as 6 participants, data excavation techniques performed with interviews, observations and field records, data analysis techniques carried out with data collection, data reduction, data presentation and conclusion withdrawal. The results of this study explained that the Government of Kumpulrejo village of Bojonegoro cotton district in carrying out agricultural development in the local village by conducting four directions of them as follows: The role of the Regulator or Policy Maker, the government of the village of Kumprejo district of Kapas Bojoneegoro make and implement the policy of agricultural construction that focuses on the diversification of the physical field or infrastructure of agriculture and development of Human Resources (SDM) Farmers, both of which are included in the Rural Government Work Plan (RKPDes) each year that starts in the year 2018-2023. The role of the Dynamisator, the Kumpulrejo Village Government encourages peach farmers to use modern agricultural technology from planting to harvesting. Facilitator, the Kumpulrejo Village Government builds agricultural facilities and premises and provides agricultural capital of grape seed assistance and agricultural medicines free of charge to farmers. Catalystor, the village government responds to various farmers' complaints and provides solutions, either directly or indirectly. The role of the government of the village of Kumpulrejo district of Kapas Bojonegoro has had a positive impact on the agriculture of this village. It is characterized by the increase in agricultural yields since 2018-2023, the production of peas produced every year has always experienced an increase in production, the management of agricultural disasters / pests can also be quickly overcome as well as the fulfilment of the means and agricultural requirements that facilitate the agricultural activity of the citizens of the villages of Kumprejo in the area of cotton. The supporting factor for the role of the government of the village of Kumpulrejo in the development of agriculture is the participation of the community / farmers in the planning and implementation of agricultural development, besides there is also the support of the central government of Kemendes PDTT in the form of the Village Fund (DD). Whereas the inhibitory factor of the country's government's role in agricultural construction is influenced by the limits of the budget owned by the Government of the town and which can be allocated to the development in the Farm in the Village of Kumpulrejo district of Kapas Bojonegoro.
