Abstract

Program Keluarga Harapan (PKH) telah menjadi salah satu instrumen penting dalam upaya pemerintah untuk mengurangi kemiskinan dan meningkatkan kesejahteraan masyarakat di Indonesia, termasuk di Desa Margomulyo, Kecamatan Balen, Kabupaten Bojonegoro. Namun, meskipun PKH telah diterapkan secara luas, evaluasi menyeluruh terhadap implementasinya dan dampaknya terhadap kesejahteraan masyarakat desa masih diperlukan. Rumusan masalah penelitian adalah: 1). Bagaimana implementasi Program Keluarga Harapan di Desa Margomulyo Kecamatan Balen. 2). Bagaimana tingkat kesejahteraan masyarakat di Desa Margomulyo Kecamatan Balen. 3). Bagaimana dampak pelaksanaan Program Keluarga Harapan (PKH) terhadap kesejahteraan masyarakat di Desa Margomulyo Kecamatan Balen. Tujuan penelitian ini adalah: 1). Mendeskripsikan implementasi Program Keluarga Harapan (PKH) di Desa Margomulyo Kecamatan Balen Kabupaten Bojonegoro. 2). Mendeskripsikan tingkat kesejahteraan masyarakat di Desa Margomulyo Kecamatan Balen Kabupaten Bojonegoro.3). Menganalisis dampak implementasi Program Keluarga Harapan (PKH pada Kesejahteraan masyarakat Desa Margomulyo Kecamatan Balen Kabupaten Bojonegoro. Penelitian dilakukan menggunakan pendekatan kualitatif, dengan melakukan wawancara mendalam dengan berbagai pihak terkait, petugas pemerintah desa, pendamping PKH, dan masyarakat penerima manfaat. Data juga dikumpulkan melalui observasi dan analisis dokumen terkait. Hasil penelitian menunjukkan bahwa kegiatan awal implementasi PKH di Desa Margomulyo meliputi identifikasi dan verifikasi calon penerima manfaat, disusul dengan penyuluhan dan pelatihan kepada penerima manfaat tentang kewajiban dan manfaat program. Proses pelaksanaan PKH melibatkan pendampingan aktif dari petugas pemerintah dan pendamping PKH, serta adanya monitoring yang dilakukan secara berkala untuk memastikan kepatuhan terhadap kewajiban. Evaluasi terhadap dampak program menunjukkan peningkatan kesejahteraan masyarakat desa, terutama dalam hal pendapatan, akses pendidikan, dan kesehatan. Secara keseluruhan, implementasi PKH di Desa Margomulyo telah berkontribusi positif terhadap peningkatan kesejahteraan masyarakat desa. Namun, masih diperlukan upaya lebih lanjut untuk memperbaiki sistem monitoring dan evaluasi serta meningkatkan efektivitas program dalam mencapai tujuan kesejahteraan yang lebih luas bagi masyarakat desa.

English Abstract

The Family Hope Program (PKH) has become one of the important instruments in the government's efforts to reduce poverty and improve community welfare in Indonesia, including in Margomulyo Village, Balen Sub-district, Bojonegoro District. However, although PKH has been widely implemented, a thorough evaluation of its implementation and its impact on the welfare of village communities is still needed. The research problem formulations are: 1). How is the implementation of the Family Hope Program in Margomulyo Village, Balen Sub-district. 2). What is the level of community welfare in Margomulyo Village, Balen Sub-district. 3). What is the impact of the implementation of the Family Hope Program (PKH) on community welfare in Margomulyo Village, Balen Subdistrict. The objectives of this research are: 1). To describe the implementation of the Family Hope Program (PKH) in Margomulyo Village, Balen District, Bojonegoro Regency. 2). Describing the level of community welfare in Margomulyo Village, Balen District, Bojonegoro Regency.3). Analyzing the impact of the implementation of the Family Hope Program (PKH) on the welfare of the people of Margomulyo Village, Balen District, Bojonegoro Regency. The research was conducted using a qualitative approach, by conducting in-depth interviews with various related parties, such as village government officials, PKH facilitators, and beneficiary communities. Data was also collected through observation and analysis of related documents. The results show that the initial activities of PKH implementation in Margomulyo Village include identification and verification of prospective beneficiaries, followed by counseling and training to beneficiaries on program obligations and benefits. The PKH implementation process involves active assistance from government officials and PKH facilitators, as well as regular monitoring to ensure compliance with obligations. Evaluation of the program's impact shows improvements in the welfare of the village community, particularly in terms of income, access to education, and health. Overall, the implementation of PKH in Margomulyo Village has contributed positively to improving the welfare of the village community. However, further efforts are still needed to improve the monitoring and evaluation system and increase the effectiveness of the program in achieving broader welfare goals for the village community.
