Abstract

Dewan Perwakilan Rakyat Daerah (DPRD) merupakan lembaga legislatif yang memiliki peran penting dalam proses penyusunan kebijakan daerah dan pengawasan terhadap kinerja pemerintah daerah. Dalam menjalankan tugasnya, anggota DPRD membutuhkan dukungan teknis dan analisis yang mendalam terkait berbagai isu kebijakan yang kompleks. Permasalahan dalam penelitian ini adalah hasil survei masyarakat tentang kinerja DPRD Kota Blitar tahun 2014-2019 menyatakan bahwa kegiatan pelayanan yang diberikan oleh DPRD dalam fungsi anggaran dan fungsi legislasi masih kurang baik. Disisi lain, terdapat gap pengetahuan anggota dalam menjalankan fungsi legislasi dan fungsi anggaran. Untuk memenuhi kebutuhan tersebut, mereka memaksimalkan fraksi untuk menempatkan Tenaga Ahli Fraksi yang memiliki keahlian dan pengalaman dalam bidang tertentu. Penelitian ini berfokus pada analisis penempatan tenaga ahli fraksi terhadap kinerja DPRD di Kota Blitar. Penelitian ini menggunakan teori kinerja oleh Bernardin dan Russel. Metode penelitian ini adalah penelitian kualitatif dengan pendekatan studi kasus yang mana pengambilan data dilakukan dengan cara wawancara melalui delapan orang informan. Hasil dari penelitian ini menunjukkan bahwa adanya penempatan Tenaga Ahli Fraksi sebagai perangkat pendukung DPRD meningkatkan kinerja DPRD Kota Blitar dalam beberapa aspek seperti kualitas pembahasan dan efisiensi waktu. Namun, penempatan tenaga ahli fraksi masih dihadapkan pada beberapa tantangan, termasuk dalam sumber daya manusia dan transparansi dalam penempatan.

English Abstract

The Regional People’s Representative Council (DPRD) is a legislative institution that plays a crucial role in the process of formulating regional policies and overseeing the performance of regional governments. In carrying out their duties, DPRD members require technical support and in-depth analysis related to various complex policy issues. The problem in this research is that the results of a survey on the performance of the Blitar City DPRD from 2014-2019 indicate that the services provided by the DPRD in budgetary and legislative functions are still inadequate. On the other hand, there is a knowledge gap among members in performing legislative and budgetary functions. To address these needs, they maximize their factions to place Faction Experts who have expertise and experience in specific fields. This research focuses on analyzing the placement of faction experts on the performance of the DPRD in Blitar City. The study employs performance theories by Bernardin and Russel. This research method is qualitative research with study case study approach, where data collection was conducted through interviews with eight informants. The results of this study indicate that the placement of Expert Staff Members as supporting personnel for the DPRD has improved the performance of the Blitar City DPRD in several aspects, such as the quality of discussions and time efficiency. However, the placement of expert staff members still faces several challenges, including human resources and transparency in the placement process.
