Abstract
Pelayanan publik merupakan salah satu hal yang penting dan mendasar dari kehidupan bernegera. Hal tersebut tertuang dalam Undang-Undang Nomor 25 Tahun 2009. Kewajiban tersebut dipenuhi oleh Pemerintah Kabupaten Bekasi dengan membuat aplikasi pelayanan publik satu pintu yakni Aplikasi Bebunge. Dalam aplikasi tersebut terdapat layanan aduan masyarakat. Namun dalam penerapannya terdapat permasalahan yakni sedikitnya jumlah aduan yang telah diselesaikan. Tulisan ini memberikan hasil analisis terkait dengan kebijakan pelayanan publik melalui Aplikasi Bebunge di Kabupaten Bekasi. Berdasarkan teori Institutional Analysis Development (IAD) oleh Elinor Ostrom, terdapat 3 (tiga) instrumen di dalamnya yaitu Variabel ekternal (kondisi biofisik, atribut komunitas, dan rule in use), action arena, dan outcome. Metode penelitian yang dipakai yaitu penelitian kualitatif studi kasus kemudian teknik pengumpulan data melalui observasi, dokumentasi dan wawancara. Hasil penelitian menunjukan bahwa masih banyaknya jumlah aduan yang belum diselesaikan disebabkan karena keputusan aktor dalam kebijakan yang terpengaruhi oleh variabel eksternal sehingga keputusan tersebut berpengaruh pada hasil kebijakan yang berubah atau tidak sama dengan yang ditetapkan sebelumnya.
English Abstract
Public service is one of the essential and fundamental aspects of state life. This is outlined in Law Number 25 of 2009. This obligation is fulfilled by the Government by creating a one-stop public service application called the Bebunge Application. This application includes a public complaint service. However, in its implementation, there are problems, namely the small number of resolved complaints, considering the application has been operational since 2020. This paper provides an analysis of public service policy through the Bebunge Application in Bekasi Regency. Based on the Institutional Analysis Development (IAD) theory by Elinor Ostrom, there are three instruments. External variables (biophysical conditions, attributes of community, and rule in use), action arena, and outcome. The research method used is a qualitative case study, with data collection techniques including observation, documentation, and interviews. The research results show that the large number of unresolved complaints is caused policy actors’ decisions influenced by external variables, which in turn affect the policy outcomes, causing them to change or differ from what was initially established.
