Abstract

Strategic Decision kebijakan bantuan pembiayaan rumah swadaya menimbulkan kompleksitas baik dalam proses perumusan maupun implementasinya. Ketidaktercapaian target penyaluran dana bantuan pembiayaan rumah swadaya membuktikan keputusan strategis yang belum mengakomodasi kebutuhan para pemangku kepentingan dan implementasi kebijakan yang belum efektif. Dengan menggunakan pendekatan prinsipal-agen relationship, penelitian ini bertujuan untuk mendeskripsikan permasalahan yang muncul selama proses pengambilan keputusan strategis dan implementasinya serta mengidentifikasi perbaikan yang diperlukan. Menggunakan metode kualitatif dengan pendekatan studi kasus, pengumpulan data pada penelitian ini dilakukan dengan wawancara mendalam untuk memperoleh informasi terperinci dan studi dokumentasi. Hasil penelitian menunjukkan terbentuknya hubungan prinsipal – agen antara Kementerian PUPR dan para pemangku kepentingan. Konflik kepentingan dalam proses pengambilan keputusan strategis sangat jelas terlihat ketika Kementerian PUPR menghadapi berbagai tujuan yang berbeda (goals conflict) antara kebutuhan pemberdayaan lembaga keuangan dan pembiayaan, penyediaan rumah dengan standar kualitas konstruksi terpenuhi, skema pembiayaan dan struktur produk yang sesuai dengan kebutuhan pasar, dan persyaratan yang mudah, dengan tetap mengutamakan kesesuaian dengan peraturan perundangan lainnya dan mitigasi risiko pemanfaatan anggaran dana pemerintah. Keputusan strategis yang disepakati dibawah pengaruh konflik kepentingan tersebut pada akhirnya memberikan tantangan dalam tahap implementasi kebijakan. Dalam rangka meminimalisasi konflik keagenan yang terjadi diperlukan perbaikan pada kebijakan dan tata kelola.

English Abstract

The strategic decisions in the policies for the administration of self-reliant house financing aids have caused complexities in both their formulation processes and their implementation. The incompletion of their distribution targets is an evidence that the strategic decisions have not accommodated the needs of the stakeholders and that their implementation have not been effective. Through principal-agent relationship, this study aims to describe issues arising during the strategic decision-making processes and during the implementation of the decisions as well as to identify the required improvement measures. The data of this qualitative case study was harvested via in-depth interviews and document studies. This study discovers the formation of a principal-agent relationship between the Ministry of Public Works and Housing and the stakeholders. Conflicts of interest during the strategic decision-making processes were conspicuous when the ministry had to face goal conflicts between the needs of empowering the financing and financial institution, providing houses that meet the construction quality standards, providing payment schemes and product structures that suit market needs with easily achievable conditions while maintaining conformance with other stipulations and the mitigation of governmental budget usage risks. The strategic decisions agree under the influence of the conflicts of interest in the long run brought difficulties in the policy implementation stage. In order to minimize the agency conflict, improvements in policies and governance are required.
