Abstract

The agricultural labor crisis is increasing worldwide, including in developing countries like Indonesia. One of the factors causing this crisis is the decline in the agricultural sector's contribution to Gross Domestic Product (GDP). The labor crisis can threaten sustainability in the farming sector because of its crucial role in food provision. Various factors are causing the declining interest of young laborers to join the agricultural sector. Youth seeking identity and the government collaborates in implementing policies. The Ministry of Agriculture has initiated efforts to create millennial farmers as an alternative to accelerate farmer regeneration, understanding their related policies, typology of driving factors, and how their sustainability lies in their significant role in enhancing food self-sufficiency and agricultural sector sustainability in the future. Thus, the objectives of this research include, among others, (1) identifying the roles in implementing the Government Program (YESS Program), (2) etymologizing the driving factors of millennial farmer development in Malang Raya, (3) understanding the sustainability of millennial farmer development in Malang Raya. The research types for (RQ1, and RQ2) use a qualitative approach with descriptive analysis. While for (RQ3), it employs quantitative descriptive research. Data collection techniques include in-depth interviews, observation, and document studies. Data analysis for RQ1 uses stakeholder analysis, RQ2 uses life history analysis and thematic analysis, while RQ3 employs MDS analysis. The research results for RQ1 show that are 13 actors involved in the YESS program, with key players being Millennial Farmers, Young Facilitators, Trainers, DIT, Mentors, BDSP, Financial Advisors, Supporting Staff, and Mobilizers. Stakeholders acting as crowds are District Governments and Village Governments, while stakeholders acting as subjects are Off Takers and Banks. The research results for RQ2 indicate that there are three drivers of rapid millennial farmer development in the Malang Raya region: adequate natural resources, specific interests, and trial and error. Meanwhile, for RQ3, the analysis results show that the sustainability of Millennial Farmer Development in Malang Raya is quite sustainable with an index value of 51.27. Among the five dimensions, namely ecology, social, economic, technology, and institutional, the dimension with the highest sustainability index is social with a value of 54.92 in the moderately sustainable category. Further research is needed on potential secondary stakeholders who could influence the success of millennial farmers, such as local government, off-takers, and financial institutions. Deep analysis is required on the efficiency of millennial farmers' agricultural ventures and other non-agricultural ventures as part of the millennial farming enterprise.
