Abstract
Keputusan Indonesia untuk memasukkan Diplomasi Ekonomi sebagai agenda nasionalnya semenjak tahun 2015 telah meningkatkan aktivitas dan dominansi ekonominya khususnya di ASEAN. Namun, Indonesia sedikit abai dengan negara terdekatnya yaitu Timor Leste. Padahal, aktivitas ekspor Indonesia ke Timor Leste lebih tinggi dibanding dua negara anggota ASEAN, Brunei Darussalam dan Laos. Sampai saat ini, belum ada perjanjian ekonomi yang cukup komprehensif diantara keduanya. Oleh karena itu penelitian ini mencoba menjawab pertanyaan mengenai bagaimana strategi diplomasi ekonomi Indonesia ke Timor Leste di tahun 2015-2022. Penulis menggunakan konsep dari Rana & Chatterje mengenai Empat Tahap Strategi Diplomasi Ekonomi. Tahap tersebut dimulai dari promotion, networking, image building, dan regulatory activity. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan metode analisis tematik. Hasil dari penelitian ini menunjukkan bahwa lndonesia telah melakukan keempat strategi tersebut semenjak 2015. Strategi yang dominan dilakukan yaitu Image Building sebanyak 52%. Kemudian upaya promotion juga cukup sering dilakukan Indonesia semenjak tahu 2017 yaitu sebanyak 21%. Lalu, upaya yang dilakukan selanjutnya yaitu Networking sebanyak 18% semenjak tahun 2018. Terakhir upaya yang baru dilakukan pada tahun 2022 yaitu regulatory activity sebanyak 9%.
English Abstract
Indonesia's decision to include Economic Diplomacy as its national agenda since 2015 has increased its economic activity and dominance in ASEAN. However, Indonesia is a little neglectful of its closest country, namely Timor Leste. In fact, Indonesia's export activity to Timor Leste is higher than two of ASEAN’s countries, Brunei Darussalam and Laos. Until now, there has been no comprehensive economic agreement between both countries. Therefore, this research tries to answer the question regarding Indonesia's economic diplomacy strategy towards Timor Leste in 2015-2022. The author uses Rana & Chatterje's concept of the Four Stages of Economic Diplomacy Strategy. This stage starts with promotion, networking, image building, and regulatory activity. This research uses a descriptive qualitative approach with a thematic analysis method. The results of this research show that Indonesia has implemented these four strategies since 2015. The dominant strategy implemented is Image Building as much as 52%. Then effort promotion has also been done quite often in Indonesia since 2017, namely 21%. Then, the next effort that was carried out was Networking by 18% since 2018. The last effort that was only carried out in 2022 was regulatory activity by 9%
