Abstract
Genangan air merupakan permasalahan yang sering terjadi di Kota Malang karena banyaknya pembangunan dan kurangnya daerah resapan air. Kelurahan Purwantoro merupakan satu dari lima kelurahan di Kecamatan Blimbing yang rawan terhadap terjadinya genangan air. Sumur resapan menjadi prasarana yang efektif dalam meresapkan air hujan, namun sumur resapan eksisting yang ada perlu dilihat kembali efektivitasnya karena genangan air masih selalu terjadi terutama di Kelurahan Purwantoro. Penelitian ini bertujuan untuk mengetahui faktor-faktor penyebab genangan air di Kelurahan Purwantoro, mengetahui efektivitas sumur resapan dan merumuskan model tata kelola sumur resapan di Kelurahan Purwantoro. Metode yang digunakan dalam penelitian ini yaitu mixed methods dengan menggunakan strategi eksplanatoris sekuensial yaitu mengumpulkan data dan menganalisis data kuantitatif kemudian menganalisis data kualitatif. Hasil penelitian menunjukkan bahwa diantara empat faktor yang diteliti yaitu curah hujan, saluran drainase, perubahan guna lahan dan kesadaran masyarakat didapatkan bahwa faktor dominan yang menyebabkan genangan di Kelurahan Purwantoro adalah kesadaran masyarakat. Keempat faktor tersebut secara bersama-sama (simultan) memiliki pengaruh terhadap terjadinya genangan air. Sumur resapan eksisting di Kelurahan Purwantoro memiliki efektivitas yang beragam dengan efektivitas terbesar yaitu 82,8% di Jl. Indragiri V dan efektivitas terkecil 11,3% di Jl. Karya Timur I. Penyebab rendahnya efektivitas sumur resapan yaitu jumlah sumur resapan yang masih kurang dan adanya endapan pada sumur resapan. Untuk memenuhi sumur resapan ideal di Kelurahan Purwantoro diperlukan penambahan 85 sumur resapan yang berbeda jumlah tiap lokasi penelitian.Dalam mengoptimalkan sumur resapan sebagai alternatif pengurangan genangan air diperlukan tata kelola yang melibatkan seluruh pemangku kepentingan dan peran aktif masyarakat. Untuk itu model integratif tata kelola kolaboratif Emerson dkk menjadi alternatif tata kelola lintas batas dalam rangka mencapai tujuan publik. Dalam model integratif tata kelola sumur resapan hanya dimensi principle engagement dan dimensi shared motivation yang telah terlaksana. Sedangkan dimensi kapasitas untuk melakukan tindakan bersama dalam tata kelola kolaboratif sumur resapan masih belum terlihat implementasinya. Dengan demikian, dimensi output collaboration action (keluaran) dan collaborative outcomes impacts (dampak) serta proses adaptasi belum terwujud. Untuk itu peran pemerintah, masyarakat dan sektor swasta diperlukan dalam pengelolaan sumur resapan melalui tata kelola kolaboratif sumur resapan. Rancangan model tata kelola kolaboratif untuk pengelolaaan sumur resapan di Kelurahan Purwantoro disusun dengan pendekatan statecentered yaitu pemerintah akan menjadi leader dalam proses implementasi kolaborasi. Pemerintah diharapkan dapat membuat kebijakan pengelolaan sumur resapan secara kolaborasi dengan melibatkan masyarakat, swasta, akademisi dan media (pentahelix).
English Abstract
Waterlogging is a frequent problem in Malang City due to the abundance of construction and the lack of water reservoirs. Purwantoro Village is one of five villages in Blimbing District that are prone to waterlogging. Infiltration wells have become an effective infrastructure in draining rainwater, but existing infiltration wells need to be reviewed for their effectiveness as water shortages are still occurring especially in the Purwantoro Village. This study aims to determine the factors that cause waterlogging in Purwantoro Village, determine the effectiveness of infiltration wells and formulate a model of infiltration wells management in the Purwantoro Village. The method used in this research is mixed methods using sequential explanatory strategies that collect data and analyze quantitative data and then analyze qualitative data. The results of the study showed that among the four factors studied, namely rainfall, drainage channels, land use change and community awareness, it was found that the dominant factor that caused inundation in Purwantoro Village was community awareness. These four factors together (simultaneously) have an influence on the occurrence of waterlogging. Existing infiltration wells in Purwantoro Village have a variety of effectiveness with the largest effectiveness being 82.8% on Jl. Indragiri V and the smallest effectiveness at 11.3% on Jl. Karya Timur I. The cause of the low effectiveness of infiltration wells is the number of infiltration wells that are still lacking and the presence of sediment in infiltration wells. To meet the ideal infiltration wells in Purwantoro Village, the addition of 85 infiltration wells with different numbers for each research location is needed. In optimizing infiltration wells as an alternative to reducing waterlogging, governance involving all stakeholders and the active role of the community is needed. For this reason, the integrative model of collaborative governance of Emerson et al. is an alternative to cross-border governance in order to achieve public goals. In the integrative model of infiltration well governance, only the principle engagement dimension and the shared motivation dimension have been implemented. Meanwhile, the capacity of joint action dimension in collaborative governance of infiltration wells is still not seen in implementation. Thus, the dimensions of collaborative action outputs and collaborative outcomes impacts and adaptation processes have not been realized. For this reason, the role of the government, the community and the private sector is needed in the management of infiltration wells through collaborative governance of infiltration wells. The design of a collaborative governance model for infiltration well management in Purwantoro Village is prepared with a state-centered approach, namely the government will be the leader in the collaborative implementation process. The government is expected to make a collaborative infiltration well management policy by involving the community, the private sector, academics and the media (pentahelix).
