Abstract
Bagian Kesejahteraan Rakyat Sekretariat Daerah Kabupaten Blitar memiliki Standar Operasional Prosedur yang dijadikan sebagai pedoman dalam melaksanakan tahapan-tahapan pendaftaran beasiswa. Namun, tidak semua tahapan SOP dijelaskan secara rinci dan detail. Tujuan penelitian ini yaitu mengevaluasi standar operasional prosedur Pendaftaran Beasiswa di Bagian Kesejahteraan Rakyat Sekretariat Daerah Kabupaten Blitar. Metode pengambilan data yang digunakan pada penelitian ini adalah observasi secara langsung di lapangan dan wawancara secara mendalam kepada staf dan pendaftar beasiswa yang berhubungan langsung dengan proses pendaftaran beasiswa. Data yang didapatkan dari wawancara kemudian dianalisis menggunakan tabel dan narasi. Hasil penelitian ini ditemukan permasalahan dalam proses pendaftaran beasiswa yaitu banyak pendaftar beasiwa yang masih bingung karena SOP tidak dijelaskan secara rinci serta masih menggunakan sistem manual yang menyebabkan penumpukan berkas berlebih di ruangan Bagian Kesejahteraan Rakyat dan juga berpengaruh pada keterlambatan dalam proses pencairan beasiswa. Kesimpulan dari penelitian ini adalah terdapat penyebab utama dari permasalahan tersebut yaitu kurangnya pemahaman terhadap SOP dan manajemen pendaftaran beasiswa. Oleh karena itu saran yang dapat diberikan yaitu memperbaiki prosedur pendaftaran beasiswa dengan analisis SWOT supaya dapat mengetahui permasalahan yang ada dan mengevaluasinya untuk ke depan.
English Abstract
The People's Welfare Section of the Regional Secretariat of Blitar Regency has a Standard Operating Procedure which is used as a guideline in carrying out the stages of scholarship registration. However, not all SOP stages are explained in detail and in detail. The aim of this research is to evaluate the standard operational procedures for Scholarship Registration in the People's Welfare Section of the Regional Secretariat of Blitar Regency. The data collection method used in this research is direct observation in the field and in-depth interviews with staff and scholarship applicants who are directly related to the scholarship registration process. The data obtained from interviews was then analyzed using tables and narratives. The results of this research found problems in the scholarship registration process, namely that many scholarship applicants were still confused because the SOP was not explained in detail and still used a manual system which caused excess files to accumulate in the People's Welfare Section room and also caused delays in the scholarship disbursement process. The conclusion of this research is that there is a main cause of this problem, namely a lack of understanding of SOPs and management of scholarship registration. Therefore, the suggestion that can be given is to improve the scholarship registration procedure with a SWOT analysis so that you can find out existing problems and evaluate them for the future.
