Abstract
Peranan pemerintah yang menjadi bendahara negara perlu melakukan pengoptimalan pendapatan negara maupun daerah guna menciptakan kesejahteraan Masyarakat. Instansi negara harus menyediakan pelayanan yang baik, aman dan lancar sehingga tidak ada hambatan dalam proses pengajuan surat, khususnya surat perintah membayar (SPM) ataupun Surat Perintah Pencairan Dana (SP2D). Jurnal ini membahas tentang Analisis Prosedur Penerbitan Surat Perintah Pencairan Dana di Kantor Pelayanan Perbendaharaan Negara Malang. Penelitian ini bertujuan untuk mengetahui proses penerbitan Surat Perintah Pencairan Dana di KPPN Malang dan sesuai tidaknya dengan Peraturan Menteri Keuangan. Penelitian ini menggunakan metode deskriptif kualitatif dengan Teknik pengumpulan data wawancara, dokumentasi, dan observasi. Hasil pengamatan dari 01 Agustus 2023 – 22 April 2024 menunjukkan proses penerbitan SP2D di KPPN Malang sudah sesuai dengan Peraturan Menteri Keuangan namun masih belum terlalu efektif. Oleh karena itu, diperlukan Pihak KPPN Malang dan pihak Bank yang bekerja sama perlu melakukan sinkronisasi data dengan pihak KPPN secara berkala.
English Abstract
The role of the government as state treasurer needs to optimize state or regional income in order to create community welfare. State agencies must provide good, safe and smooth services so that there are no obstacles in the process of submitting letters, especially payment orders or Fund Disbursement Orders. This journal discusses the Analysis of Procedures for Issuing Fund Disbursement Orders at the Malang State Treasury Services Office. This research aims to determine the process of issuing Fund Disbursement Orders at KPPN Malang and whether it is in accordance with the Minister of Finance Regulations. This research uses a qualitative descriptive method with interview, documentation and observation data collection techniques. Observation results from 01 August 2023 – 22 April 2024 show that the SP2D issuance process at KPPN Malang is in accordance with the Minister of Finance Regulations but is still not very effective. Therefore, it is necessary for the Malang KPPN and collaborating banks to synchronize data with the KPPN periodically.
