Abstract

Kabupaten Blitar memiliki 33.932 usaha mikro dan kecil (UMK), namun baru 389 UMK yang memiliki sertifikasi halal, termasuk produk olahan hasil ternak seperti telur dan susu. Berdasarkan hal tersebut, maka perlu dilakukan pendampingan kepada UMK olahan hasil ternak untuk mendapatkan sertifikasi halal yang merupakan kewajiban, produk makanan dan minuman yang beredar di Indonesia wajib bersertifikat halal. Pemerintah Kabupaten Blitar memanfaatkan fasilitasi sertifikasi halal melalui skema self declare atau program sertifikasi halal gratis (SEHATI) untuk membantu UMK olahan ternak dalam memperoleh sertifikasi halal dengan mudah dan cepat. Tujuan dari penelitian ini adalah untuk mengetahui efektivitas pelaksanaan program SEHATI pada UMK olahan hasil ternak di Kabupaten Blitar. Penelitian dilakukan dengan menggunakan metode mixed method. Data dikumpulkan melalui kuesioner yang disebarkan kepada 12 responden stakeholder dan pelaku UMK olahan ternak. Analisis data dilakukan dengan menggunakan analisis deskriptif dan analisis evaluasi logic model. Efektivitas pelaksanaan program SEHATI menjadi fokus dari penelitian ini. Hasil penelitian menunjukkan bahwa program SEHATI di Kabupaten Blitar dilakukan melalui sosialisasi mengenai penyampaian materi sertifikasi halal, bahan halal, dan proses produk halal (PPH). Sosialisasi juga mencakup pengenalan program SEHATI, maksud dan tujuan, mekanisme pengajuan sertifikasi halal, serta syarat, ketentuan dan manfaat mengikuti program SEHATI. Pendampingan dilakukan terkait pembuatan akun UMK olahan ternak dalam program SEHATI, penyiapan dokumen persyaratan sertifikasi halal, pengisian data UMK olahan ternak, pengajuan permohonan sertifikasi halal dan pengajuan rekomendasi sertifikasi halal. Evaluasi logic model terhadap semua indikator, pelaku UMK olahan ternak menunjukkan bahwa mereka sangat mengetahui, memahami dan setuju terhadap input, kegiatan, output, dan outcome dari pelaksanaan program SEHATI. Kesimpulan dari penelitian ini bahwa pelaksanaan program SEHATI dapat diterima dengan baik oleh para pelaku UMK olahan hasil ternak, menunjukkan penerimaan dan pemahaman yang baik terhadap program SEHATI. Program ini dinilai efektif dalam membantu pelaku UMK dalam memperoleh sertifikasi halal

English Abstract

Blitar Regency had 33.932 micro and small enterprises (MSEs), but also 389 MSEs had halal certification, including process livestock products such as eggs and milk. Based on this, it was necessary to support livestock MSEs process in obtaining halal certification, which was an obligation at the time. Food and beverage products circulating in Indonesia were required to be halal certified. Therefore, the Blitar Regency government utilized certification of halal facilitation through a self-declare scheme or a free halal certification program (SEHATI) to assist process livestock MSEs in obtaining halal certification easily and quickly. The purpose of this study was to determine the effectiveness of implementing the SEHATI program for processed livestock MSEs in Blitar Regency. The research was conducted using mixed methods. Data were collected through questionnaires distributed to 12 stakeholder respondents and livestock MSEs process. Data analysis was carried out using descriptive analysis and logic model evaluation analysis. The effectiveness of the SEHATI program implementation was the focus of this study. The results showed that the SEHATI program in Blitar Regency was conducted through socialization regarding the delivery of material on halal certification, halal ingredients, and halal product processes (PPH). It also included introductions to the SEHATI program, its aims and objectives, the mechanism for applying for halal certification, as well as the terms, conditions, and benefits of participating in the SEHATI program. Assistance was provided regarding account creation for processed livestock MSEs in the SEHATI program, preparation of required documents for halal certification, filling in data on livestock MSEs process, applying for halal certification, and submitting halal certification recommendations. Evaluation of the logic model on all indicators of MSE actors showed that they were very knowledgeable, understanding, and in agreement with the inputs, activities, outputs, and outcomes of implementing the SEHATI program. The conclusion of this study that the implementation of the SEHATI program was well-received by processed livestock MSE actors, demonstrating good acceptance and understanding of the SEHATI program. Therefore, this program is considered effective in assisting MSE actors in obtaining halal certification.
