Abstract
Ikan cakalang (Katsuwones pelamis) merupakan salah satu jenis komoditas perikanan yang tergabung dalam kelompok Tuna-Tongkol-Cakalang (TTC) yang mempunyai nilai ekonomis tinggi. Salah satu penyumbang terbesar cakalang di Jawa Timur adalah Pelabuhan Perikanan Pantai (PPP) Pondokdadap Sendang Biru. Nelayan sekoci selalu melakukan penangkapan ikan cakalang secara terus menerus sehingga diperlukan struktur rantai pasok yang efektif dan efisien. Ikan cakalang di Sendang Biru memiliki kontribusi nilai ekspor yang tinggi, berdasarkan hal tersebut perlu dilakukan penelitian terkait keberlanjutan sistem rantai pasok ikan cakalang di PPP Pondokdadap Sendang Biru. Tujuan dari penelitian dinamika rantai pasok ikan cakalang ini adalah: 1) menganalisis dinamika sistem rantai pasok ikan cakalang di PPP Pondokdadap Sendang Biru, 2) menganalisis skenario-skenario yang mendukung keberlanjutan pada dinamika sistem rantai pasok di PPP Pondokdadap Sendang Biru. Jenis penelitian yang digunakan adalah kuantitatif. Sumber data yang digunakan yaitu data primer seperti saluran rantai pasok dan variabel rantai pasok data sekunder seperti studi literatur; data BPS; dan data terkait penelitian. Metode analisis data menggunakan metode Supply Chain Operation Reference (SCOR) yang dimodelkan dalam bentuk Causal Loop Diagram (CLD) dan Stock Flow Diagram (SFD). Berdasarkan hasil analisis diketahui terdapat dua aliran rantai pasok cakalang yaitu nelayan-pengepul-industri dan nelayan-pengepul-pengolah. Pelaku sub sistem rantai pasok cakalang yang dianalisis adalah nelayan sekoci, pengepul, dan pengolah. Didapatkan hasil simulasi kinerja rantai pasok cakalang sebesar 66% dalam kondisi average dengan nilai kinerja tertinggi dari kinerja nelayan sekoci. Terdapat empat skenario yang dibuat yaitu skenario sub sistem nelayan sekoci, skenario sub sistem pengepul ke industri, skenario sub sistem pengepul ke pengolah, dan skenario pengolah ikan. Dari ketiga skenario tersebut didapatkan nilai tertinggi kinerja rantai pasok cakalang pada skenario sub sistem pengolah ikan. kinerja rantai pasok pada skenario tersebut terjadi peningkatan sebesar 4% dari kondisi eksisting. Total kinerja rantai pasok pada skenario tersebut sebesar 70% dalam kondisi good. Simulasi skenario dilakukan dengan peningkatan 20% pada kinerja internal dengan meningkatkan jumlah ikan standar dan kinerja eksternal dengan meningkatkan harga jual produk olahan ikan.
English Abstract
Skipjack fish (Katsuwones pelamis) is a type of fishery commodity that is a member of the Tuna-Cob-Skipjack (TTC) group which has high economic value. One of the largest contributors to skipjack in East Java is the Pondokdadap Sendang Biru Coastal Fisheries Port (PPP). Lifeboat fishermen always catch skipjack fish continuously, so an effective and efficient supply chain structure is needed. Skipjack fish in Sendang Biru has a high contribution to export value, based on this, it is necessary to conduct research related to the sustainability of the skipjack supply chain system in PPP Pondokdadap Sendang Biru. The objectives of this research on the dynamics of the skipjack supply chain are: 1) to analyze the dynamics of the skipjack fish supply chain system in PPP Pondokdadap Sendang Biru, 2) to analyze scenarios that support sustainability in the dynamics of the supply chain system in PPP Pondokdadap Sendang Biru. The type of research used is quantitative. The data sources used are primary data such as supply chain channels and secondary data supply chain variables such as literature studies; BPS data; and research-related data. The data analysis method uses the Supply Chain Operation Reference (SCOR) method which is modeled in the form of a Causal Loop Diagram (CLD) and a Stock Flow Diagram (SFD). Based on the results of the analysis, it is known that there are two streams of skipjack supply chain, namely fishermen-collectors-industry and fishermen-collectors-processors. The actors of the skipjack supply chain subsystem analyzed are lifeboat fishermen, collectors, and processors. The results of the simulation of the performance of the skipjack supply chain were obtained at 66% in average conditions with the highest performance value from the performance of lifeboat fishermen. There are four scenarios made, namely the lifeboat fisherman sub-system scenario, the collector-to-industry sub-system scenario, the collector-to-processor sub-system scenario, and the fish processing scenario. From these three scenarios, the highest score of skipjack supply chain performance was obtained in the fish processing sub-system scenario. Supply chain performance in this scenario has increased by 4% from existing conditions. The total supply chain performance in this scenario is 70% in good condition. The scenario simulation was carried out with a 20% increase in internal performance by increasing the number of standard fish and external performance by increasing the selling price of processed fish products.
