Abstract

Upaya transisi energi menuju energi terbarukan mendorong perkembangan proyekproyek pembangkit listrik menggunakan energi alternatif. Salah satu yang saat ini banyak dikembangkan yaitu proyek Pembangunan PLTP (Pembangkit Listrik Tenaga Panas Bumi). Proyek PLTP di Indonesia memiliki beberapa kontroversial yang mana pada dasarnya proyek PLTP didukung dengan program pendanaan dari Bank Dunia sehingga pemerintah pusat berupaya untuk meningkatkan sebaran proyek PLTP di Indonesia. Namun, di sisi keberlanjutan lingkungannya, proyek PLTP yang menggunakan energi geothermal masih tergolong rawan dan beresiko tinggi jika tidak diikuti dengan prosedur yang memadai. PLTP Arjno-Welirang merupakan contoh bahwa proyek PLTP bukan solusi untuk permasalahan sosial di tingkat lokal, sehingga muncul kekhawatiran yang mendorong masayarakat Batu untuk melakukan gerakan penolakan. Penelitian ini bertujuan untuk menguraikan proses gerakan yang dilakukan masyarakat Batu untuk menolak proyek PLTP Arjuno-Welirang. Penelitian ini menggunakan cycle of contentious sebagai kerangka konseptual serta menggunakan pendekatan kualitatif dalam pengumpulan dan pengolahan data. Penelitian ini menggunakan teknik wawancara untuk mengumpulkan data primer dari narasumber yang berkaitan dengan proses gerakan sosial tersebut. Melalui analisis data yang digunakan, hasil penelitian ini menunjukkan bahwa gerakan sosial di masyarakat terbentuk karena pertentangan kepentingan antara pemerintah dan kepentingan masyarakat. Meski demikian gerakan tersebut tidak menghasilkan mobilisasi massa yang cukup tinggi dikarenakan kurangnya kekhawatiran masyarakat lokal akan isu lingkungan sehingga respon yang diberikan pemerintah juga terbilang tidak signifikan.

English Abstract

Energy transition means towards renewable energy encourage the development of power plant projects using alternative energy. One that is currently being developed is the Geothermal Power Plant Development project. Geothermal Power Plant projects in Indonesia have several controversies that Geothermal Power Plant projects are supported by funding programs from the World Bank so that the central government seeks to increase the distribution of Geothermal Power Plant projects in Indonesia. However, in terms of environmental sustainability Geothermal Power Plant projects that use geothermal energy are still classified as vulnerable and at high risk if not followed by adequate procedures. The Arjno-Welirang Geothermal Power Plant is an example that the Geothermal Power Plant project is not a solution to social problems at the local level, so there are concerns that encourage the Batu community to carry out a rejection movement. This study aims to describe the process of movement carried out by the Batu community to reject the ArjunoWelirang Geothermal Power Plant project. This research uses the cycle of contentious as a conceptual framework and uses a qualitative approach in data collection and processing. This study used interview techniques to collect primary data from sources related to the social movement process. Through the analysis of the data used, the results of this study show that social movements in society are formed due to conflicts of interest between the government and the interests of the community. However, the movement did not produce a high enough mass mobilization due to the lack of concern of local people about environmental issues so that the response given by the government was also fairly insignificant.
