Abstract

Dalam menghadapi era globalisasi kita dituntut untuk maju dengan kemajuan teknologi. Karena perkembangan teknologi yang sangat pesat, khususnya teknologi dibidang informasi. Untuk menghadapi kemajuan teknologi ini, maka pemerintah Indonesia menerapkan electronic government dan dipergunakan semaksimal mungkin agar dapat bersaing dalam era globalisasi. Sistem Informasi dapat membantu dan menunjang kinerja serta tugas dari kantor pemerintahan. Salah satunya adalah pemerintah daerah dalam proses pengelolaan database ijin pemakaian tanah aset atau barang milik daerah. SIPIPT merupakan salah satu bentuk sistem informasi yang dibangun oleh Subbidang Pemanfaatan Aset Daerah di Badan Keuangan Dan Aset Daerah (BKAD) Kota Malang untuk meningkatkan kinerja para pegawai. Pada pelayanan administrasi perkantoran di bagian sewa (Retribusi) dalam hal pengelolaan database ijin pemakaian tanah aset yang disimpan dalam bentuk digital atau elektronik. Sebelum adanya SIPIPT sistem pengelolaan database aset masih bersifat manual. Mulai dari pendataan hingga inventarisasi yang merupakan kegiatan administratif. Oleh karena itu, Pemerintah Kota Malang khususnya BKAD mengubah sistem pengelolaan database aset yang lama. Metode sistem pengelolaan (manual) menjadi lebih baru (digital) yaitu dengan menerapkan website internal bernama Sistem Informasi Pengelolaan Ijin Pemakaian Tanah (SIPIPT) yang telah integerasi dalam satu sistem bernama SIMBADA agar lebih efektif dan efisien guna mempermudah proses penyimpanan database. Sistem informasi memegang peranan penting dalam proses pengelolaan database aset pemerintah daerah, karena dengan adanya sistem informasi maka pengelolaan database aset daerah menjadi lebih terorganisir, lebih akuntabel dan transparan, serta dapat mengurangi beban kerja di Subbidang Pemanfaatan Aset Daerah BKAD Kota Malang. Adanya SIPIPT berguna pada pengelolaan database ijin pemakaian tanah menjadi cepat, efisien, bahkan realtime. Hal ini akan mempermudah ketika mendata ijin pemakaian, crosscheck data ketika survey lapangan. Serta pada bagian pelayanan retribusi sangat mempermudah dalam melakukan crosscheck data untuk menghemat waktu dan tenaga. Selain itu, sistem ini juga untuk meningkatkan seluruh kinerja pegawai instansi.

English Abstract

In facing the era of globalization, we are required to advance with technological advances. Because the development of technology is very rapid, especially technology in the field of information. To deal with this technological advancement, the Indonesian government implements electronic government and is used as much as possible in order to compete in the era of globalization. Information systems can help and support the performance and tasks of government offices. One of them is the local government in the process of managing the database of licenses to use land assets or regional property. SIPIPT is one form of information system built by the Subdivision of Regional Asset Utilization at the Regional Finance and Assets Agency (BKAD) of Malang City to improve employee performance. In office administration services in the rental section (Retribution) in terms of managing the database of asset land use permits which are stored in digital or electronic form. Before the existence of SIPIPT, the asset database management system was still manual. Starting from data collection to inventory which is an administrative activity. Therefore, the Malang City Government, especially BKAD, changed the old asset database management system. The method of the management system (manual) becomes newer (digital), namely by implementing an internal website called the Land Use Permit Management Information System (SIPIPT) which has been integrated into a system called SIMBADA to make it more effective and efficient to facilitate the database storage process. Information systems play an important role in the process of managing local government asset databases, because with the information system, the management of regional asset databases becomes more organized, more accountable and transparent, and can reduce the workload in the Subdivision of Regional Asset Utilization of BKAD Malang City. The existence of SIPIPT is useful in managing the land use permit database to be fast, efficient, and even realtime. This will make it easier when recording usage permits, crosscheck data during field surveys. As well as in the retribution service section, it is very easy to crosscheck data to save time and effort. In addition, this system is also to improve the overall performance of agency employees.
