Abstract
Penelitian ini menganalisis resilensi pelaku wisata di Desa Bulukerto, Kota Batu pasca terjadinya banjir bandang pada November 2021. Banjir tersebut terjadi disebabkan oleh meluapnya anak Sungai Brantas akibat tingginya curah hujan yang deras selama beberapa jam. Akibatnya, terjadi penutupan sementara objek wisata seperti Gunung Pucung, Bukit Jengkoang, dan beberapa kafe. Dengan menggunakan metode penelitian kualitatif pendekatan studi kasus, data dikumpulkan melalui observasi terhadap kegiatan pariwisata yang terdampak akibat adanya banjir bandang dari bulan Juli 2022 – September 2023, wawancara dilakukan dengan delapan pelaku wisata, dan menggunakan data pendukung yang berupa dokumen-dokumen dari pemerintah desa Bulukerto. Menggunakan kerangka resiliensi Holling (1973), hasil penelitian dapat dilihat dari empat aspek, ekologis, ekonomi, sosial, dan politik. Terdapat tantangan yang dilakukan oleh pelaku wisata, dari aspek ekologis adanya banjir bandang, aspek ekonomi adanya pandemi Covid-19, aspek sosial kurangnya sumber daya manusia dalam pariwisata, dan aspek politik yang menjadikan pariwisata hanya sebatas visi-misi yang tertulis, sehingga mengharuskan mereka untuk dapat beresiliensi. Resiliensi yang dilakukan yaitu dengan penghijauan kembali, perbaikan infrastruktur, adaptasi terhadap perubahan lingkungan, adanya pihak ketiga yang mendampingi desa tersebut, manajemen pengelolaan yang sudah tersusun, adanya pelatihan dan pendampingan terkait pariwisata, pelaku wisata yang bergerak secara individual serta melakukan rencana pengembangan model pariwisata berkelanjutan. Dengan demikian, resiliensi pelaku wisata di Desa Bulukerto tercermin melalui pendekatan holistik yang mengintegrasikan dari keempat aspek tersebut. Penelitian ini menegaskan bahwa resiliensi bukan hanya tentang bertahan, tetapi juga tentang adaptasi dan transformasi dalam membangun keberlanjutan sektor pariwisata pasca banjir bandang di Desa Bulukerto.
English Abstract
This research analyzes the resilience of tourism actors in Bulukerto Village, Batu City after the flash flood occurred in November 2021. The flood was caused by the overflowing of the Brantas River tributary due to heavy rainfall for several hours. As a result, there was a temporary closure of tourist attractions such as Mount Pucung, Jengkoang Hill and several cafes. Using a qualitative research method with a case study approach, data was collected through observations of tourism activities affected by flash floods from July 2022 – September 2023, interviews were conducted with eight tourism actors, and using supporting data in the form of documents from the Bulukerto village government. Using Holling's (1973) resilience framework, research results can be seen from four aspects, ecological, economic, social and political. There are challenges faced by tourism actors, from the ecological aspect of flash floods, the economic aspect of the Covid-19 pandemic, the social aspect of the lack of human resources in tourism, and the political aspect which makes tourism only limited to a written vision and mission, thus requiring them to can be resilient. Resilience is carried out by re-greening, improving infrastructure, adapting to environmental changes, having a third party assisting the village, managing management that has been structured, providing training and assistance related to tourism, tourism actors operating individually and carrying out plans to develop a sustainable tourism model. Thus, the resilience of tourism actors in Bulukerto Village is reflected through a holistic approach that integrates these four aspects. This research confirms that resilience is not only about surviving, but also about adaptation and transformation in building sustainability of the tourism sector after flash floods in Bulukerto Village.
