Abstract
Penelitian ini bertujuan untuk mengetahui komoditas buah unggulan dan karakteristiknya, merumuskan strategi pengembangan produk hortikultura, serta membuat rencana pengembangan sentra produksi hortikultura buah di kawasan agropolitan Kabupaten Bojonegoro. Penelitian ini menggunakan metode analisis campuran kualitatif kuantitatif. Teknik analisis LQ dan Shift & Share diterapkan untuk mengetahui komoditas buah unggulan. Distribusi frekuensi, analisis konten, analisis usaha tani, analisis produktivitas, analisis kelembagaan, analisis sistem agribisnis digunakan untuk mengetahui karakteristik buah unggulan. Komoditas unggulan dari hasil analisis LQ adalah buah belimbing 1,13, buah jambu biji 1,91, buah jeruk siam 2,33, dan buah salak 3,16. Nilai yang diperoleh dari analisis Shift & share komoditas buah unggulan adalah belimbing 338,71, jambu biji 68.191,90, jeruk siam 82,49, dan salak 217,50, seluruh buah memiliki nilai positif yang berarti bahwa pertumbuhan buah di daerah tersebut baik dan mengalami kemajuan. Karakteristik buah unggulan dijelaskan dengan tabel distribusi frekuensi, yang hasilnya seluruh buah unggulan persentase buah tidak diolah tinggi, rasa buah manis (salak, jambu biji, jeruk siam) dan sangat manis (belimbing), ukuran buah sedang (salak, jambu biji, jeruk siam) dan besar (belimbing), warna buah cerah (salak, jambu biji, jeruk siam) dan sangat cerah (belimbing), dan tekstur agak keras (salak, jambu biji) dan lembut (belimbing, jeruk siam). Analisis konten menghasilkan bahwa dalam RTRW Kabupaten Bojonegoro 2021-2041 belum dilaksanakan dengan baik. Hasil analisis usaha tani pendapatan tiap bulan petani buah belimbing Rp.567.708,00, petani buah jambu biji Rp.1.802,083,00, petani buah jeruk Rp.3.995.833,00 dan petani buah salak Rp.240.972,00. Produktivitas tertinggi adalah buah salak dengan nilai 41,5. Untuk analisis kelembagaan terdapat lembaga yang kurang berfungsi secara aktif yaitu KUD. Analisis subsistem hulu hasilnya bibit dan alat mudah didapat, namun sistem pengairan perlu diperbaiki. Analisis subsistem onfarm hasilnya sumbar daya manusia bagus dan lahan masih bisa dikembangkan, tetapi modal petani terbatas. Analisis subsistem hilir hasilnya produk olahan buah yang ada hanya buah belimbing dan salak. Analisis subsistem agro ouput dan pemasaran hasilnya produksi buah segar dan olahan belimbing tinggi dibandingkan yang lain, tetapi belum bisa sampai ekspor. Analisis subsistem penunjang hasilnya kelompok tani, gapoktan, KTW rutin mengadakan pertemuan dengan BPP masing-masing. Analisis SWOT buah salak, nilai kekuatan 1,65, kelemahan 1,55, peluang 1,27 dan ancaman 2,04. Selisih kekuatan kelemahannya 0,10, dan selisih peluang ancamannya -0,77. Maka didapat nilai (x,y)=(0,10; -0,77), sehingga hasilnya berada pada kuadran II yang mencerminkan strategi diversifikasi yang sejalan dengan strategi S-T. Buah belimbing nilai kekuatanya 1,98, kelemahan 1,60, peluang 1,53 dan ancaman 1,72. Selisih kekuatan kelemahannya 0,37, dan selisih peluang ancamannya -0,18. Maka didapat nilai (x,y)=(0,37; -0,18), sehingga hasilnya berada pada kuadran II yang mencerminkan strategi diversifikasi yang vii sejalan dengan strategi S-T. Buah jambu biji nilai kekuatanya 1,33, kelemahan 2,52, peluang 1,01 dan ancaman 2,00. Selisih kekuatan kelemahannya -1,20, dan selisih peluang ancamannya -0,99. Maka didapat nilai (x,y)=(-1,20; -0,99), sehingga hasilnya berada pada kuadran IV yang mencerminkan strategi defensif yang sejalan dengan strategi W-T. Buah jeruk siam nilai kekuatanya 1,66, kelemahan 2,00, peluang 1,37 dan ancaman 1,75. Selisih kekuatan kelemahannya -0,34, dan selisih peluang ancamannya -0,38. Maka didapat nilai (x,y)=(-0,34; -0,38), sehingga hasilnya berada pada kuadran IV yang mencerminkan strategi diversifikasi yang sejalan dengan strategi W-T. Buah salak memiliki total nilai Internal Factor Analysis Summary (IFAS) yaitu 3,20 dan Eksternal Factor Analysis Summary (EFAS) 3,31. Buah belimbing memiliki total nilai Internal Factor Analysis Summary (IFAS) yaitu 3,58 dan Eksternal Factor Analysis Summary (EFAS) 3,25. Buah jambu biji memiliki total nilai Internal Factor Analysis Summary (IFAS) yaitu 3,85 dan Eksternal Factor Analysis Summary (EFAS) 3,01. Buah jeruk siam memiliki total nilai Internal Factor Analysis Summary (IFAS) yaitu 3,12 dan Eksternal Factor Analysis Summary (EFAS) 3,66. Jika digambarkan dalam Digaram IE buah salak, belimbing, jambu biji dan jeruk siam termasuk dalam kuadran III. Oleh karena itu, perusahaan yang berada pada posisi kuadran III menggunakan strategi Market Penetration dan Product Development. Strateginya yaitu dengan melakukan penyesuaian harga pasar, promosi produk, meningkatkan kualitas produk, dan memperluas jaringan distribusi. Analisis akar masalah dilakukan dengan memakai hasil dari analisis-analisis sebelumnya, dan kemudian pada analisis akar tujuan ditentukan solusi untuk permasalahan tersebut. Dari solusi yang diperoleh dari akar tujuan kemudian dilakukan analisis alternatif proyek untuk memberikan peringkat pada proyek. Proyek yang diperoleh dari analisis alternatif proyek adalah pembangunan infrastruktur, peningkatan kualitas sumber daya manusia, peningkatan sistem pemasaran, pengembangan lahan pertanian, peningkatan modal usaha pertanian dan peningkatan peran kelembagaan. Proyek-proyek yang sudah diberikan peringkat akan diprioritaskan pelaksanaannya sesuai nilai tertinggi. Yang terakhir membuat matrik perencanaan program yang berisi tujuan, indikator, sumber pembuktian, asumsi penting, sasaran proyek, maksud proyek, hasil kerja, dan kegiatan didalamnya.
English Abstract
This research aims to determine superior fruit commodities and their characteristics, formulate a strategy for developing horticultural products, and make plans to develop fruit horticultural production centers in the agropolitan area of Bojonegoro Regency. This research uses a mixed qualitative quantitative analysis method. LQ and Shift & Share analysis techniques are applied to determine superior fruit commodities. Frequency distribution, content analysis, farming analysis, productivity analysis, institutional analysis, agribusiness system analysis are used to determine the characteristics of superior fruit. The leading commodities from the LQ analysis results are star fruit 1.13, guava fruit 1.91, Siam orange fruit 2.33, and salak fruit 3.16. The values obtained from the Shift & share analysis of superior fruit commodities are star fruit 338.71, guava 68,191.90, Siam orange 82.49, and salak 217.50, all fruit has a positive value which means that fruit growth in the area is good and making progress. The characteristics of superior fruit are explained by a frequency distribution table, which results in all superior fruit, the percentage of unprocessed fruit is high, the taste of the fruit is sweet (salak, guava, Siamese orange) and very sweet (star fruit), the size of the fruit is medium (salak, guava, Siamese orange). ) and large (starfruit), the fruit color is bright (salak, guava, Siamese orange) and very bright (starfruit), and the texture is slightly hard (salak, guava) and soft (starfruit, Siamese orange). Content analysis shows that the 2021-2041 Bojonegoro Regency RTRW has not been implemented properly. The results of the farming business analysis show that the monthly income of star fruit farmers is IDR 567,708.00, guava fruit farmers IDR 1,802,083.00, orange fruit farmers IDR 3,995,833.00 and salak fruit farmers IDR 240,972.00. The highest productivity issnake fruit with a value of 41.5. For institutional analysis, there are institutions that function less actively, namely KUD. Analysis of the upstream subsystem results in seeds and tools being easy to obtain, but the irrigation system needs to be improved. Analysis of the onfarm subsystem results in good human resources and land can still be developed, but farmers' capital is limited. Analysis of the downstream subsystem resulted in the only processed fruit products being star fruit and snake fruit. Analysis of the agro output and marketing subsystem results in the production of fresh fruit and processed star fruit being high compared to others, but not yet exported. Analysis of supporting subsystems results in farmer groups, GAPOKTAN, KTW regularly holding meetings with their respective BPPs. SWOT analysis of salak fruit, strength value 1.65, weakness 1.55, opportunities 1.27 and threats 2.04. The difference between strengths and weaknesses is 0.10, and the difference between opportunities and threats is -0.77. So the value obtained is (x,y)=(0.10; -0.77), so the results are in quadrant II which ix reflects a diversification strategy that is in line with the S-T strategy. Star fruit has a strength value of 1.98, weakness 1.60, opportunity 1.53 and threat 1.72. The difference between strengths and weaknesses is 0.37, and the difference between threats and opportunities is -0.18. So the value obtained is (x,y)=(0.37; -0.18), so the results are in quadrant II which reflects a diversification strategy that is in line with the S-T strategy. Guava fruit has a strength value of 1.33, weakness 2.52, opportunity 1.01 and threat 2.00. The difference between strengths and weaknesses is -1.20, and the difference between opportunities and threats is -0.99. So the value obtained is (x,y)=(-1.20; -0.99), so the results are in quadrant IV which reflects a defensive strategy that is in line with the W-T strategy. Siam orange fruit has a strength value of 1.66, weakness 2.00, opportunity 1.37 and threat 1.75. The difference in strengths and weaknesses is -0.34, and the difference in threat opportunities is -0.38. So the value obtained is (x,y)=(-0.34; -0.38), so the results are in quadrant IV which reflects a diversification strategy that is in line with the W-T strategy. Salak fruit has a total Internal Factor Analysis Summary (IFAS) value of 3.20 and External Factor Analysis Summary (EFAS) 3.31. Star fruit has a total Internal Factor Analysis Summary (IFAS) value of 3.58 and an External Factor Analysis Summary (EFAS) of 3.25. Guava fruit has a total Internal Factor Analysis Summary (IFAS) value of 3.85 and External Factor Analysis Summary (EFAS) 3.01. Siam orange fruit has a total Internal Factor Analysis Summary (IFAS) value of 3.12 and External Factor Analysis Summary (EFAS) 3.66. If described in Digaram IE, snake fruit, starfruit, guava and Siamese oranges are included in quadrant III. Therefore, companies in quadrant III use Market Penetration and Product Development strategies. The strategy is to adjust market prices, promote products, improve product quality, and expand the distribution network. Root problem analysis is carried out using the results of previous analyses, and then in the root cause analysis a solution is determined for the problem. From the solution obtained from the root goal, an analysis of project alternatives is then carried out to give a ranking to the project. The projects obtained from the alternative project analysis are infrastructure development, improving the quality of human resources, improving the marketing system, developing agricultural land, increasing agricultural business capital and increasing the role of institutions. Projects that have been given a ranking will be prioritized for implementation according to the highest score. Finally, create a program planning matrix which contains objectives, indicators, sources of evidence, important assumptions, project goals, project intentions, work results and activities therein.
