Abstract

Kantor Pertanahan Kota Probolinggo merupakan satuan kerja dari Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional sebagai pelayan publik di sektor pertanahan secara keseluruhan di wilayah NKRI. Peralihan hak merupakan salah satu dari 7 layanan prioritas yang kinerjanya diawasi langsung oleh Bapak Menteri Agraria dan Tata Ruang Badan Pertanahan Nasional, dimana untuk pelayanan pengecekan sertifikat dan peralihan hak jual beli termasuk kedalam 7 layanan prioritas dan waktu penyelesaian pendaftarannya dihitung dari setelah melakukan pembayaran adalah 5 hari kerja untuk peralihan hak jual-beli serta 1 hari kerja untuk pelayanan pendaftaran pengecekan sertifikat. Tetapi, pengecekan sertifikat dan peralihan hak jual beli masih memperoleh nilai yang rendah di Kantor Pertanahan Kota Probolinggo dikarenakan penyelesaian pendaftaran yang belum sesuai dengan SOP. Nilai yang rendah dibuktikan dari rekap layanan Kanwil BPN Jawa Timur, penyelesaian produk pada sistem dan fisik tidak sesuai dengan notifikasi yang dikirimkan oleh Kementerian ATR/BPN kepada pemohon dan keluhan yang disampaikan oleh pemohon. Oleh karena itu, analisis dan evaluasi proses bisnis pengecekan sertifikat diperlukan dan peralihan hak jual-beli untuk menyelesaikan permasalahan agar proses bisnis dapat berjalan lebih efisien. Pertama, peneliti melakukan studi dokumen, observasi dan wawancara untuk menemukan permasalahan-permasalahan yang muncul pada proses bisnis peralihan hak jual-beli dan pengecekan sertifikat. Selanjutnya, peneliti melakukan evaluasi penyebab suatu masalah yang terjadi dan mencegah masalah pada proses sebelum masalah tersebut dapat terjadi pada proses bisnis menggunakan metode Failure Mode and Effect Analysis (FMEA) dan menggunakan metode business process improvement (BPI) dalam mengidentifikasi, memodelkan dan memperbaiki alur proses bisnis menghasilakan rekomendasi proses bisnis yang lebih baik (to-be) daripada proses bisnis yang berjalan saat ini (as-is). Setelah itu, analisis waktu dilakukan untuk mengetahui efektivitas waktu yang didapatkan mengalami peningkatan secara signifikan yaitu 93.83% untuk pengecekan sertifikat dan 19.07% untuk peralihan hak jual-beli. Peningkatan yang terjadi menunjukan bahwa rekomendasi yang telah dibuat memberikan dampak positif efisiensi waktu sehingga proses peralihan hak jual-beli dan pengecekan sertifikat dapat selesai tepat waktu tidak melebihi SOP.

English Abstract

Kantor Pertanahan Kota Probolinggo is a work unit of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency as a public servant in the land sector as a whole in the territory of the Republic of Indonesia. Transfer of rights is one of the 7 priority services whose performance is directly supervised by the Minister of Agrarian Affairs and Spatial Planning of the National Land Agency, where the service for checking certificates and transferring buying and selling rights is included in the 7 priority services and the registration completion time is calculated from after making payment is 5 working days for the transfer of buying and selling rights and 1 working day for certificate checking registration services. However, in practice, the Sale-Buying Rights Transfer service at Kantor Pertanahan Kota Probolinggo still receives low ratings due to incomplete registration in accordance with the SOP. This is evidenced by service summaries from the East Java Regional Office, where product completion in the system and physically does not match the notifications sent to applicants by the Ministry of ATR/BPN and the complaints submitted by applicants. Therefore, analysis and evaluation of the business processes for buying and selling rights transfer and certificate checking are necessary to resolve issues so that business processes can run more efficiently. Initially, researchers conducted interviews, observations, and document studies to identify problems that arise in the business process of buying and selling rights transfer and certificate checking. Subsequently, evaluating the cause of a problem that occurs and preventing problems in the process before they can occur in the business process using the Failure Mode and Effect Analysis (FMEA) method and using the business process improvement (BPI) method in identifying, modeling, and improving the flow of business processes, produce better business process recommendations (to-be) than current business processes (as-is). After that, a time analysis was carried out to determine the effectiveness of the time obtained, which increased significantly, namely 93.83% for certificate checking and 19.07% for switching buying and selling rights. The improvement that has occurred shows that the recommendations that have been made have a positive impact on time efficiency, so that the process of switching the right to buy and sell and checking the certificate can be completed on time, not exceeding the SOP.
