Abstract
Jawa Timur berpotensi tinggi sebagai pusat industri halal terpadu berbasis produk karena banyak sektor UMKM diantaranya 60% industri makanan dan minuman (Sjakoer et al., 2022). Kabupaten Pasuruan, memiliki potensi komoditas unggulan produk olahan, pangan siap saji dan olahan dalam kemasan yang dapat mendukung industri halal terpadu. Penelitian ini bertujuan menganalisis produk unggulan pangan, menganalisis posisi industri pangan sehingga dihasilkan rumusan strategi prioritas untuk percepatan pengembangan industri halal di Kabupaten Pasuruan. terdapat 5 responden yaitu Dinas Perindustrian dan Perdagangan, Dinas Perikanan, Dinas Koperasi Usaha Kecil dan Menengah, Sekretaris Daerah, dan Ketua Satrya Emas (program pendamping UMK). Analisis produk unggulan menggunakan metode ROC dan WASPAS diperoleh hasil kategori pangan siap saji yaitu nasi punel dan kategori olahan dalam kemasan yaitu ikan trasak. Analisis SWOT untuk perumusan strategi berdasarkan hasil evaluasi faktor internal (strength dan weakness) dan faktor eksternal (opportunities dan threats). Hasil analisis matriks IFE 2,756 dan EFE 2,590 sehingga posisi industri pangan di Kabupaten Pasuruan berada di kuadran V (hold and maintenance) yaitu dengan membuat strategi menggunakan analisis SWOT berupa optimasi dan menjaga program yang ada untuk sertifikasi halal. melalui perhitungan Fuzzy-ANP diperoleh 5 strategi teratas yaitu ST4 (menanamkan kesadaran melalui asosiasi pengusaha bahwa kewajiban sertifikasi halal sebuah peluang bisnis) ; ST2 (melakukan forum diskusi dengan daerah lain yang telah akitf) ; ST1 (kolaborasi dengan daerah yang lebih maju dalam industri halal) ; SO2 (melaksanakan sosialisasi dan pendampingan untuk membantu UMKM memperoleh sertifikasi halal) ; ST5 (aktif memantau perubahan peraturan dan memberikan pembaruan ke pelaku usaha).
English Abstract
East Java has high potential as a center for an integrated product-based halal industry because many MSME sectors include 60% of the food and beverage industry (Sjakoer et al., 2022). Pasuruan Regency has the potential for superior commodities of processed products, packaged ready-to-eat food, beverages and fresh ingredients that can support an integrated halal industry. This study aims to analyze superior food products, analyze the position of the food industry so that the formulation of priority strategies for accelerating the development of the halal industry in Pasuruan Regency is produced. There were 5 respondents, namely the Department of Industry and Trade, the Fisheries Office, the Small and Medium Enterprises Cooperative Office, the Regional Secretary, and the Chairman of Satrya Emas (a program under the auspices of Disperindag). Analysis of superior products using the ROC and WASPAS methods obtained the results of the ready-to-eat food category, namely punel rice, the processed category in packaging, namely trasak fish. SWOT analysis for strategy formulation based on the results of the evaluation of internal factors (strength and weakness) and external factors (opportunities and threats). The results of the IFE 2,756 and EFE 2,590 matrix analysis so that the position of the food industry in Pasuruan Regency is in quadrant V (hold and maintenance), namely by making a strategy using SWOT analysis in the form of optimization and maintaining existing programs for halal certification. through Fuzzy-ANP calculations, the top 5 strategies were obtained, namely ST4 (instilling awareness through employers' associations that halal certification obligations are a business opportunity); ST2 (conducting discussion forums with other regions that have been active) ; ST1 (collaboration with more developed regions in the halal industry) ; SO2 (carrying out socialization and mentoring to help MSMEs obtain halal certification); ST5 (actively monitoring regulatory changes and providing updates to business actors).
