Abstract

Aktifitas pembangunan nasional tercermin dalam tujuan pembangunan berkelanjutan. Salah satunya adalah tercapainya kesejahteraan masyarakat. Desa merupakan basis kekuatan sosial ekonomi dan politik dengan corak kehidupan masyarakat di desa banyak dipengaruhi oleh sistem kekeluargaan. proses interaksi sosial positif pada masyarakat pedesaan secara langsung akan berdampak dalam pembangunan daerah dimana partisipasi masyarakat seperti budaya gotong royong dan musyawarah bekerjasama dalam pelaksanaan pembangunan desa akan berjalan secara langsung sehingga masalah yang ditemukan dimasyarakat desa akan segera ditemukan solusi. Hal tersebut sangat penting sehingga masyarakat dapat merasakan langsung manfaat pembangunan dan kesejahteraan dapat dicapai. Dalam pelaksanaan kegiatan pembangunan desa, pemerintah pusat melalui kebijakan yang dibuat telah memberikan fasilitas pemberian dana desa salah satunya adalah penyelenggaraan BUMDesa atau BUMDesa bersama. Badan Usaha Milik Desa yang selanjutnya disebut BUMDes. Adapun tujuan dari penelitian adalah mengidentifikasi kriteria usaha BUMDes, mendeskripsikan kondisi kesejahteraan masyarakat, mengidentifikasi gambaran pengetahuan masyarakat tentang keberadaan BUMDes, menganalisis perbedaan kegiatan-kegiatan BUMDes berdasarkan kriteria jenis usaha yang dijalankan, dan mengetahui hubungan peran BUMDes dari berbagai kriteria jenis usaha terhadap kesejahteraan masyarakat di Kecamatan Sumberejo. Model analisis perbedaan dan hubungan yang digunakan pada penelitian ini adalah menggunakan analisa SPSS dengan uji Kendal’s Tau, Kruskal Wallis yang dilanjut dengan uji Post Hoc. Hasil penelitian ini adalah terdapat 5 (lima) jenis usaha BUMDes dari 26 desa di Kecamatan Sumberejo yakni jenis usaha simpan pinjam, perdagangan, jasa, wisata desa dan budidaya pertanian. Keberadaan BUMDes di Kecamatan Sumberejo lebih dari 50% responden telah mengerti terkait pengertian BUMDes, keberadaan, tujuan BUMDes, nama BUMDes dan jenis usaha BUMDes di desa masing-masing. Akan tetapi jumlah keikutsertaan responden menjadi anggota BUMDes masih dibawah 50% (29,7 %). Hasil perbedaan kegiatan-kegiatan BUMDes dapat diketahui bahwa kegiatan langsung pada semua jenis usaha BUMDes menunjukkan hasil yang tidak berbeda nyata, sedangakan kegiatan tidak langsung BUMDes berbeda nyata. Selanjutnya parameter yang berbeda nyata yakni kegiatan tidak langsung dilanjutkan dengan Uji Post Hoc dengan hasil yakni adanya perbedaan pada jenis usaha perdagangan dan wisata desa; perdagangan dan simpan pinjam; budidaya pertanian dan simpan pinjam; serta jasa dan simpan pinjam. Hasil analisis model BUMDes dari berbagai jenis usaha terhadap peningkatan penghasilan masyarakat secara langsung adalah dari BUMDEs dengan jenis usaha simpan pinjam, perdagangan dan peternakan sedangkan xi secara tidak langsung adalah BUMDes dengan jenis usaha simpan pinjam, perdagangan, jasa, dan peternakan. Secara bersama-sama peran keseluruhan BUMDes yang berdampak pada peningkatan penghasilan masyarakat di Kecamatan Sumberejo adalah dari BUMDes dengan jenis usaha simpan pinjam dan perdagangan. Hasil analisis peran BUMDes dari berbagai jenis usaha terhadap peningkatan kualitas hidup masyarakat secara langsung adalah dari BUMDEs dengan jenis usaha simpan pinjam dan jasa, sedangkan secara tidak langsung adalah BUMDes dengan jenis usaha simpan pinjam, perdagangan, dan jasa. Secara bersama-sama peran keseluruhan BUMDes yang berdampak pada peningkatan kualitas hidup masyarakat di Kecamatan Sumberejo adalah dari BUMDes dengan jenis usaha simpan pinjam dan jasa. Hasil analisis peran BUMDes dari berbagai jenis usaha terhadap pemenuhan kebutuhan pokok masyarakat secara langsung adalah dari BUMDEs dengan jenis usaha simpan pinjam, perdagangan dan peternakan, sedangkan secara tidak langsung adalah BUMDes dengan jenis usaha simpan pinjam, perdagangan, jasa dan peternakan. Secara bersama-sama peran keseluruhan BUMDes yang berdampak pada pemenuhan kebutuhan pokok masyarakat di Kecamatan Sumberejo adalah dari BUMDes dengan jenis usaha simpan pinjam perdagangan dan jasa.

English Abstract

National development activities are reflected in sustainable development goals. One of them is the achievement of community welfare. Villages are the basis of socio-economic and political power with the style of community life in the village being heavily influenced by the family system. the process of positive social interaction in rural communities will directly have an impact on regional development where community participation such as a culture of gotong royong and deliberation in cooperation in the implementation of village development will run directly so that problems found in the village community will immediately find a solution. This is very important so that the community can directly benefit from development and prosperity can be achieved. In the implementation of village development activities, the central government through policies made has provided facilities for the provision of village funds, one of which is the implementation of BUMDesa or joint BUMDesa. Village Owned Enterprises, hereinafter referred to as BUMDes. The objectives of the research are to identify BUMDes business criteria, describe the condition of community welfare, identify the description of community knowledge about the existence of BUMDes, analyse the differences in BUMDes activities based on the criteria for the type of business being run, and determine the relationship between the role of BUMDes from different business type criteria to community welfare in Sumberejo Sub-district. The difference and relationship analysis model used in this research is SPSS analysis with Kendal's Tau, Kruskal Wallis tests followed by post hoc tests. The results of this study are that there are 5 (five) types of BUMDes from 26 villages in Sumberejo sub-district, namely savings and loans, trade, services, village tourism and agricultural cultivation. The existence of BUMDes in Sumberejo Sub-district more than 50% of the respondents have understood the meaning of BUMDes, the existence, the purpose of BUMDes, the name of BUMDes and the types of BUMDes businesses in their respective villages. However, the number of respondents participating as BUMDes members is still below 50% (29.7%). The results of the differences in BUMDes activities show that direct activities in all BUMDes business types show results that are not significantly different, while indirect BUMDes activities are significantly different. Furthermore, the parameters that are significantly different, namely indirect activities, are continued with the post hoc test with the result that there are differences in the business types of trade and village tourism; trade and savings and loans; agricultural cultivation and savings and loans. The results of the analysis of BUMDes models of different business types on increasing community income are directly from BUMDEs with savings and loans, trade and livestock business types, while indirectly from BUMDes with savings and loans, trade, services and livestock business types. Together, the xiii overall role of BUMDes that has an impact on increasing community income in Sumberejo sub-district is from BUMDes with savings and loans and trade business types. The results of the analysis of the role of BUMDes from different business types on improving the quality of life of the community are directly from BUMDes with savings and loan and service business types, while indirectly from BUMDes with savings and loan, trade and service business types. Together, the overall role of BUMDes that has an impact on improving the quality of life of the community in Sumberejo sub-district is from BUMDes with savings and loans and service business types. The results of the analysis of the role of BUMDes of different types of businesses towards the fulfilment of the basic needs of the community are directly from BUMDes with the types of businesses of savings and loans, trade and livestock, while indirectly from BUMDes with the types of businesses of savings and loans, trade, services and livestock. Taken together, the overall role of BUMDes that has an impact on the fulfilment of the basic needs of the community in Sumberejo sub-district is from BUMDes with the types of businesses of savings and loans, trade and services.
