Analisis Implementasi Kebijakan Program Keluarga Harapan Terhadap Kesejahteraan Keluarga di Desa Bumirejo Kecamatan Dampit Kabupaten Malang Tahun 2022

Abstract

Penelitian ini membahas mengenai implementasi kebijakan pengentasan kemiskinan oleh Pemerintah yang sudah dilakukan sejak tahun 2007 berupa Program Keluarga Harapan. Penelitian dilakukan di Desa Bumirejo Kecamatan Dampit Kabupaten Malang dimana penerapan PKH sudah dilaksanakan sejak tahun 2013 di Kabupaten Malang. Namun dilihat dari tahun ke tahun jumlah keluarga penerima manfaat bukan berkurang namun justru semakin bertambah, pemberian bantuan yang kurang merata serta tidak terdatanya keluarga yang layak mendapatkan bantuan. Maka setelah melihat masalah di atas dapat dikatakan terdapat masalah dalam proses implementasi Program Keluarga Harapan ini. Untuk itu dalam menganalisis implementasi kebijakan Program Keluarga Harapan ini peneliti menggunakan teori implementasi kebijakan oleh George Edwards III sehingga dapat diketahui proses komunikasi kebijakan, sumber daya yang dimiliki pemerintah untuk menunjang implementasi kebijakan, disposisi pelaksana kebijakan dalam mengimplementasikan kebijakan serta struktur birokrasi pelaksana kebijakan PKH ini. Adapun hasil penelitian menunjukkan bahwa masalah dalam implementasi PKH di Desa Bumirejo adalah terbatasnya sumber daya yang menunjang implementasi kebijakan ini. Sumber daya menjadi poin yang krusial karena proses komunikasi tidak berjalan jika tidak didukung dengan sarana media komunikasi yang menunjang dan dimiliki semua target kebijakan. Hal ini menyebabkan kurangnya pemahaman dari keluarga penerima manfaat PKH sebagai sasaran kebijakan. Kemudian struktur birokrasi dari PKH ditemukan cukup berbelit-belit ditambah dengan kurangnya komunikasi antara pejabat atas hingga ke bawah menyebabkan masalah tidak terdatanya keluarga miskin yang layak menerima bantuan. Semua masalah di atas mengerucut pada tidak tercapainya tujuan PKH yaitu mengentaskan kemiskinan dan meningkatkan kesejahteraan keluarga penerima manfaat

English Abstract

This research discusses the implementation of poverty alleviation policies by the Government which have been implemented since 2007 in the form of the Family Hope Program. The research was conducted in Bumirejo Village, Dampit District, Malang Regency, where the implementation of PKH has been implemented since 2013 in Malang Regency. However, from year to year the number of families receiving benefits is not decreasing but is actually increasing, the provision of assistance is less evenly distributed and there are no records of families who are eligible to receive assistance. So after looking at the problems above, it can be said that there are problems in the process of implementing the Family Hope Program. For this reason, in analyzing the implementation of the Family Hope Program policy, the researcher uses the theory of policy implementation by George Edwards III so that the policy communication process, the resources the government has to support policy implementation, the disposition of policy implementers in implementing the policy and the bureaucratic structure implementing the PKH policy can be understood. The research results show that the problem in implementing PKH in Bumirejo Village is the limited resources that support the implementation of this policy. Resources are a crucial point because the communication process will not work if it is not supported by communication media facilities that support and are owned by all policy targets. This causes a lack of understanding of PKH beneficiary families as a policy target. Then the bureaucratic structure of PKH was found to be quite convoluted, coupled with a lack of communication between top and bottom officials, causing the problem of not recording poor families who were eligible to receive assistance. All of the problems above lead to the failure to achieve PKH's goals, namely alleviating poverty and improving the welfare of beneficiary families.
