Abstract
Penelitian ini mengkaji tentang bagaimana dinamika konflik yang terjadi pada sengketa proses pemilu dengan nomor register 006/PS.REG/BAWASLU/XII/2022. Konflik ini melibatkan beberapa pihak, yaitu KPU RI, Partai Ummat, dan Bawaslu RI. Penelitian ini menyoroti adanya indikasi kecurangan yang dilakukan oleh KPU pada verifikasi faktual terhadap Provinsi Sulawesi Utara dan Provinsi Nusa Tenggara Timur berdasarkan pernyataan dari Partai Ummat di media massa. Maka, urgensi penelitian ini adalah untuk mengetahui bagaimana dinamika konflik yang terjadi. Penelitian ini juga mengangkat proses penyelesaian sengketa yang diajukan oleh Partai Ummat. Metode yang digunakan dalam penelitian ini adalah kualitatif dengan teknik wawancara dan dokumentasi untuk mendapatkan data primer dan sekunder. Wawancara penelitian dilakukan bersama perwakilan dari biro yang ada di Bawaslu RI dan KPU RI, dan studi pustaka dilakukan dengan menggunakan peraturan perundang-undangan. Wawancara tidak dilakukan bersama Partai Ummat karena Partai Ummat menolak untuk melakukan wawancara. Penelitian ini menggunakan Teori Konflik dari Simon Fisher (2001) dengan indikator roda konflik. Hasil penelitian menunjukkan bahwa isu yang diperdebatkan adalah Keputusan Nomor 528 Tahun 2022. Dinamika konflik antara Partai Ummat dan KPU RI dimulai ketika Partai Ummat dinyatakan tidak lolos sebagai peserta Pemilu Tahun 2024 dan konflik selesai ketika Partai Ummat dinyatakan lolos sebagai peserta Pemilu Tahun 2024. Hal yang melatarbelakangi konflik mengarah pada proses verifikasi faktual, dan faktor yang mendorong terjadinya konflik adalah kurangnya data keanggotaan Partai Ummat. Strategi dari Bawaslu RI dan KPU RI adalah melalui komunikasi massa dan jalur hukum. Sedangkan, strategi Partai Ummat adalah melalui komunikasi media sosial, media massa, dan jalur hukum.
English Abstract
This research examines the dynamics of conflict that occurred in the election process dispute with 006/PS.REG/BAWASLU/XII/2022 as the Register Number. This conflict involved several parts, namely The Electoral Commission of the Republic of Indonesia, Ummat Party, and The Election Supervisory Agency of the Republic of Indonesia. This research highlights indications of fraud committed by the KPU in factual verification of North Sulawesi and East Nusa Tenggara based on statements from The Ummat Party in the mass media. So, the urgency of this research is to find out the dynamic of the conflict that occurred. This research also addresses the dispute resolution process proposed by Ummat Party. The method used in this research is qualitative with the interview techniques and documentation to obtain primary and secondary data. The interviews were conducted with representatives from bureaus in The Electoral Supervisory Agency of Indonesia and The Electoral Commission of the Republic of Indonesia, and literature studies were carried out by statutory regulations. The interview wasn’t conducted with The Ummat Party because The Ummat Party refused to do an interview. This research uses Conflict Theory from Simon Fisher (2001) with the conflict wheel indicators. The results of this research show that the issue being debated is Decree Number 528 of 2022. The dynamics of the conflict between The Ummat Party and The Electoral Commission of the Republic of Indonesia began when The Ummat Party wasn’t declared as participant of General Election of 2024 and ended when The Ummat Party was qualified as the participant of General Election of 2024. The background of the conflict leads to the factual verification process, and the factor that push the conflict is the lack of Ummat Party membership’s data. The strategy of The Electoral Supervisory Agency of Indonesia and The Electoral Commission of the Republic of Indonesia are through mass communication and legal route. Meanwhile, the Ummat Party’s strategy is through social media communication, mass media, and legal route.
