Abstract

Penelitian kualitatif dengan pendekatan studi kasus. ini dilatarbelakangi oleh temuan permasalahan terkait tingginya presentasi angka stunting di Provinsi Banten pada tahun 2021 sebanyak 24,5% yang kemudian pada tahun 2022 mengalami penurunan sebesar 4,5% menjadi 20%. penerapan collaborative governance yang efektif dilakukan untuk menurunkan kasus stunting oleh Pemerintah Provinsi Banten. Penelitian menggunakan metode studi kasus dengan pengumpulan data, peneliti menggunakan teknik triangulasi berupa observasi, dokumentasi, dan wawancara kepada 23 informan. Peneliti menggunakan teori collaborative governance menurut Ansell dan Gash (2007) yang terdiri dari Face to Face Dialogue, Trust Building, Commitment to the Process, Shared Understanding dan Intermediate Outcome. collaborative governance ini sudah melibatkan kerjasama multisektoral antara OPD Pemerintah Provinsi Banten tanpa terkecuali, seperti Dinas Kesehatan sebagai leading sector, DP3AKKB, Diskominfo, DPMD, dan lainnya. Sementara aktor non-pemerintah, terdiri dari TP PKK Provinsi Banten, IDI Provinsi Banten, kemudian pada aktor swasta terdapat kerjasama dengan USAID Erat, pada aktor akademisi dilibatkan pula kampus dari Universitas Ageng Tirtayasa Serang yang tergabung menjadi Tim Percepatan Penurunan Stunting, serta masyarakat sebagai penerima manfaat. Penelitian ini dilakukan dilakukan di Kota Serang. Hasil penelitian menunjukkan bahwa program kegiatan yang dilakukan oleh Pemerintah Provinsi Banten berdasarkan indikator teori collaborative governance menurut Ansell dan Gash (2007) belum berjalan efektif dinilai dari desain kelembagaan yang diterapkan sehingga masih terdapat perbedaan data yang diterima dari tiap kader, yang berdampak langsung pada pemberian bantuan kepada masyarakat terdampak stunting di Provinsi Banten. Kemudian komunikasi keterlibatan aktor-aktor dalam SK TPPS yang belum terdeliniasi dengan jelas tugas dan ruang lingkupnya. Kesimpulannya, berdasarkan indikator teori collaborative governance berjalan kurang efektif dengan dinamika yang terjadi, sehingga perbaikan harus dimulai dari faktor ketidakseimbangan dalam kondisi awal yang akan memengaruhi indikator lainnya

English Abstract

This research is a qualitative research with a case study approach. This research is motivated by the findings of problems related to the high presentation of stunting rates in Banten Province in 2021 as much as 24.5%, which then in 2022 decreased by 4.5% to 20%. So that the application of effective collaborative governance is carried out to reduce stunting cases by the Banten Provincial Government. The research used a case study method with data collection, researchers used triangulation techniques in the form of observation, documentation, and interviews with 23 informants involved and the community who felt the direct impact of the implementation of the stunting reduction programme. Researchers used collaborative governance theory according to Ansell and Gash (2007) which consists of Face to Face Dialogue, Trust Building, Commitment to the Process, Shared Understanding and Intermediate Outcome. The results of this collaborative governance research have involved multisectoral cooperation between OPDs of the Banten Provincial Government without exception, such as the Health Office as the leading sector, DP3AKKB, Diskominfo, DPMD, and others. While non-government actors, consisting of TP PKK Banten Province, IDI Banten Province, then in private actors there is cooperation with USAID Erat, academic actors are also involved in the campus of Ageng Tirtayasa University Serang which is incorporated into the Stunting Reduction Acceleration Team, and the community as beneficiaries. This research was conducted in the Banten Provincial Government area, precisely in Serang City. The results showed that the activity programme carried out by the Banten Provincial Government based on the indicators of collaborative governance theory according to Ansell and Gash (2007) has not been effective judging from the institutional design applied so that there are still differences in the data received from each cadre, which has a direct impact on the provision of assistance to people affected by stunting in Banten Province. In conclusion, based on the indicators of collaborative governance theory, it is less effective with the dynamics that occur, so improvements must start from the imbalance factor in the initial conditions that will affect other indicators.
