Abstract

Penelitian ini didasarkan pada masalah narcoterrorism yang terjadi di Kolombia sebagai salah satu bentuk dari kejahatan transnasional terorganisir (TOC). Fenomena ini pada awalnya diakibatkan oleh kekerasan politik La Violencia pada tahun 1948-1958, diperparah oleh subkultur kekerasan yang muncul di masyarakat daerah rural, kemudian menyebabkan terbentuknya dua kelompok gerilya besar, yaitu FARC dan ELN. Secara sederhana, aktivitas narcoterrorism yang terjadi di Kolombia dapat digolongkan sebagai TOC karena kartel-kartel narkoba memberikan kendali atas wilayah dan kelompok masyarakat tertinggal kepada kelompok gerilya ataupun paramiliter yang berperan sebagai distributor dan pengawas ekspor kokain ke luar negeri. Kondisi seperti ini mengakibatkan maraknya konflik kekerasan bersenjata di Kolombia untuk mengejar pengaruh atau kekuasaan, atau sekadar memperluas jangkauan bisnis mereka. Itulah sebabnya Kolombia digolongkan sebagai narcostate, di mana pemerintah negara begitu terpengaruh oleh perdagangan narkoba sehingga legitimasinya melemah. Dalam konteks Kolombia, isu TOC yang berkembang berbeda jika dibandingkan dengan negara lain. Status negaranya yang dapat dikategorikan sebagai weak atau failed state membuat metode penanganan narcoterrorism memerlukan pendekatan multidimensional yang bisa menjangkau berbagai macam sektor terutama sektor-sektor rawan dan berisiko. Dalam penelitian ini, penulis berusaha untuk melihat upaya pemerintah Kolombia dalam mengatasi narcoterrorism sebagai isu berkepanjangan berdasarkan rentang waktu yang sudah ditetapkan. Keenam teori yang dikemukakan oleh Tim Midgley dalam Theory of Change akan diterapkan untuk menganalisis berbagai upaya yang dilakukan oleh pemerintah Kolombia baik pada level lokal, regional, maupun global

English Abstract

This research is based on the problem of narcoterrorism in Colombia as a form of transnational organized crime (TOC). This phenomenon was initially caused by the political violence of La Violencia in 1948-1958, worsened by the violent subculture that emerged in rural communities, which led to the formation of two major guerrilla groups, FARC and ELN. In simple terms, narcoterrorism activities in Colombia can be classified as TOC because drug cartels give the control of territories and disadvantaged communities to guerrilla or paramilitary groups that act as distributors and inspectors of cocaine exports abroad. This has led to the rise of violent armed conflict in Colombia in the pursuit of influence or power, or simply to expand the reach of their business. That is why Colombia is classified as a narcostate, where the state government is so influenced by the drug trade that its legitimacy is weakened. In the context of Colombia, the issue of TOC that develops is different when compared to other countries. The country's status which can be categorized as a weak or failed state makes the method of handling narcoterrorism requires a multidimensional approach that can reach various sectors, especially vulnerable and risky sectors. In this research, the author seeks to see the Colombian government's efforts to overcome narcoterrorism as a prolonged issue based on a predetermined time span. The six theories proposed by Tim Midgley in Theory of Change will be applied to analyze the various efforts made by the Colombian government at the local, regional, and global levels.
