Abstract
Penelitian ini bertujuan untuk mengetahui sejauh mana implementasi elemen keberhasilan E-Government melalui digitalisasi layanan publik anjungan pelayanan mandiri desa (APMD) di Desa Socorejo Kabupaten Tuban. Sejak Desember 2020, APMD hadir pertama kali di Kabupaten Tuban yaitu di Desa Socorejo yang menjadi pilot project. APMD sebagai inovasi dari DISKOMINFOSP Kabupaten Tuban dalam peningkatan kualitas pelayanan publik untuk pengurusan surat permohonan tingkat desa secara mandiri yang dikemas bersamaan dengan Program desa digital. Analisis penelitian ini menggunakan Teori elemen keberhasilan e-government oleh Harvard JFK School dalam Indrajit (2016) melalui tiga elemen utama yakni support, capacity, dan value. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan pendekatan studi kasus, dengan teknik pengumpulan data observasi, wawancara, dan dokumentasi. Hasil penelitian ini menunjukkan bahwa implementasi APMD di Desa Socorejo Kabupaten Tuban telah menerapkan keseluruhan elemen keberhasilan e-government tetapi masih ada beberapa elemen yang belum optimal dalam implementasinya. Dalam elemen support, kebijakan pemerintah pusat sampai ke desa sudah sangat mendukung adanya penerapan e-government di tingkat desa, tetapi masih ada catatan dukungan dalam hal sosialisasi yang masih minim. Dalam elemen capacity, sudah terdapat anggaran khusus untuk digitalisasi desa khususnya APMD, sudah terdapat infrastruktur penunjang seperti jaringan internet fiber optic di seluruh desa, sudah ada admin desa. Namun, terdapat catatan untuk admin desa yang perlu ditingkatkan kuantitasnya. Dalam elemen value, manfaat APMD yang dirasakan masyarakat membuat pelayanan lebih efisien dan flexible. Namun, tidak semua masyarakat mengetahui adanya APMD. Untuk itu, Pemerintah Desa Scorojeo perlu meningkatkan lagi sosialisasi dengan memanfaatakan media sosial dan RT/RW ataupun perangkat pendukung lainnya, agar seluruh masyarakat Desa Socorejo bisa mengetahui dan memanfaatkan layanan APMD yang telah disediakan pemerintah Desa.
English Abstract
This research aims to determine the extent of the implementation of the successful elements of E-Government through digitalization of public services at the village self-service platform (APMD) in Socorejo Village, Tuban Regency. Since December 2020, APMD has been present for the first time in Tuban Regency, namely in Socorejo Village, which is the pilot project. APMD is an innovation from DISKOMINFO-SP Tuban Regency in improving the quality of public services for processing village level application letters independently which is packaged together with the digital village program. This research analysis uses the Harvard JFK School's e-government success element theory in Indrajit (2016) through three main elements, namely support, capacity and value. This research uses a descriptive qualitative research method with a case study approach, with data collection techniques of observation, interviews and documentation. The results of this research show that the implementation of APMD in Socorejo Village, Tuban Regency has implemented all the elements of successful e-government but there are still several elements that are not yet optimal in its implementation. In terms of the support element, central government policy down to the villages has strongly supported the implementation of e-government at the village level, but there is still a record of minimal support in terms of socialization. In the capacity element, there is already a special budget for village digitalization, especially APMD, there is already supporting infrastructure such as a fiber optic internet network throughout the village, there is already a village admin. However, there are notes for village admins that the quantity needs to be increased. In the value element, the benefits of APMD felt by the community make services more efficient and flexible. However, not all people are aware of the existence of APMD. For this reason, the Scorojeo Village Government needs to increase outreach by utilizing social media and RT/RW or other supporting tools, so that all Socorejo Village residents can know and utilize the APMD services provided by the Village government.
