Abstract
Pemilihan Kepala Desa merupakan sebuah mekanisme pemilihan umum untuk memilih kepala Desa. Pemilihan kepala desa serentak dilaksanakan selain untuk mendapatkan kepala desa baru, juga diharapkan dapat menghemat pengeluaran APBD serta mampu menekan terjadinya praktik botoh. Dengan ini Desa Pojok menarik untuk dijadikan lokasi penelitian karena memiliki jumlah Dusun terbanyak sebagai peserta Pilkades Serentak Kabupaten Blitar. Selain itu desa ini juga memperoleh jumlah anggaran pelaksanaan Pilkades terbesar dibandingkan dengan perolehan desa yang lain. Tinjauan teori yang digunakan dalam penelitian ini adalah Aktor Politik. Penggunaan teori ini karena sesuai dengan kondisi sosial yang terjadi, yakni bagaimana aktor lokal mempengaruhi partisipasi masyarakat dalam pilkades. Metode yang digunakan dalam penelitian ini adalah Kualitatif Deskriptif. Adapun tujuan penelitian adalah menemukan dan mendalami cara aktor politik lokal yang ada di Desa Pojok dalam mempengaruhi partisipasi masyarakat pada pemilihan kepala Desa serentak Kabupaten Blitar 2016. Penentuan informan dalam penelitian ini menggunakan metode purposive. Dari hasil penelitian yang telah dilakukan, ditemukan fenomena bagaimana aktor politik lokal berhasil mempengaruhi partisipasi politik masyarakat Desa Pojok. Hal itu dilakukan dengan cara yang beragam, misalnya melalui sosialisasi program dan kegiatan sosial yang dilakukan oleh calon kepala desa bersama tim sukses untuk mengajak masyarakat Desa Pojok untuk menggunakan hak pilihnya. Adapun fenomena lain yang ditemukan dalam penelitian ini adalah praktik money politic dan botoh yang terjadi dalam pemilihan kepala desa. Praktik botoh dapat memobilisir masyarakat Desa Pojok untuk berpartisipasi dalam pemilihan kepala desa. Sedangkan jumlah partisipasi diangka 75% meskipun terdapat praktik tersebut.
English Abstract
Village election is a mechanisms to vote the village heads. The village head election simultaneously implemented in addiction to get the new village rulers, also it is expected to save budget expenditure and suppressed the botoh practices. Pojok village is interesting to be an object of research because it is have the most hamlet as a participants of Village Election in Blitar district. Besides, Desa Pojok have a numberous budgets for implements the Village Election than other village. The use of this theory because in line with the social conditions that happens , how affect actor local public participation in pilkades. The theory that used in this research was actor political. The methods used in this research is qualitative descriptive. As for research purposes is to find and explore how local political actors in Desa Pojok influencing public participation in the village head election of Blitar District 2016. The determination of informants in this research using purposive methods. The research carried out, found the phenomenon of how local political actor managed to affect political participation in Desa Pojok. It is done in a way that various, for example through socialization of the program and social activities conducted by the candidates of the village head with the campaign team for the asked Desa’s Pojok people to cast their vote. Another phenomenon that found on the research is money politics and botoh practices occurring in the village head election. Botoh practices could mobilizing Desa’s Pojok people to participate in the village head election. While the number of participation in figures 75 % although these practices occured.
