Abstract

Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur merupakan lembaga kearsipan yang menaungi satuan kerja perangkat daerah termasuk instansi pemerintah, instansi bidang politik, badan usaha milik negara, dan badan usaha milik daerah yang ada di provinsi Jawa Timur dengan salah satu fungsinya menerima arsip statis dari seluruh satuan kerja perangkat daerah maupun individu. Arsip statis adalah arsip yang dipermanenkan karena memiliki nilai guna kesejarahan sehingga perlu dilestarikan dengan preservasi digital agar informasi didalamnya dapat diakses dalam jangka waktu yang panjang. Penelitian ini memiliki tujuan untuk mengetahui, mendeskripsikan, dan menganalisis strategi yang diterapkan, serta menganalisis faktor pendukung dan faktor penghambat oleh Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur dalam kegiatan preservasi arsip digital pada Bidang Penyelamatan dan Pemanfaatan Arsip Statis. Jenis penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif. Penelitian ini dilakukan dengan metode penelitian yang terdiri dari pengumpulan data, kondensasi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian yang diperoleh menunjukan bahwa strategi yang dilaksanakan oleh Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur yaitu preservasi teknologi, refreshing atau penyegaran, migrasi atau format ulang, arkeologi data, dan digital to analog. Sementara faktor pendukung dan faktor penghambat berasal dari faktor teknologi, faktor sumber daya manusia, dan faktor kebijakan

English Abstract

Library and Archives Service Office of East Java is an archival institution that covers the work units of regional devices, including government agencies, political institutions, state-owned enterprises, and regional enterprises that exist in East Java with one of its functions to receive statistical archives of the entire work unit of local devices as well as individuals. A static archive is an archive that is preserved because it has a continuity value, so it needs to be conserved with digital preservation so that the information in it can be accessed over long periods of time. The purpose of this research is to identify, describe, and analyse the strategies applied, as well as to analyse supporting and hindering factors by the Library and Archives Service Office of East Java in the preservation of digital archives in the field of rescue and use of statistical archives. The type of research used is descriptive with a qualitative approach. This research is carried out using a research method that consists of data collection, data condensation, data presentation, and conclusion drawings. The research results show that the strategies implemented by the Library and Archives Service Office of East Java are technology preservation, refreshing, migration or reformatting, data archaeology, and digital to analogue. While supportive and inhibitory factors come from technological factors, human resource factors, and policy factors.
