Abstract

Permasalahan input, output, dan outcome masih sering ditemui pada organisasi sektor publik. Seperti, SDM (Sumber Daya Manusia) yang mempunyai permasalahan pada kompetensi, komitmen, dan koordinasi. Kemudian tidak efisien dalam menggunakan anggaran serta tidak efektif dalam melaksanakan kinerja merupakan beberapa contoh dalam permasalahan input, output, dan outcome. Pengukuran kinerja value for money merupakan salah-satu cara agar organisasi sektor publik dapat mengidentifikasi permasalahan dan memperbaiki kinerja secara ekonomis, efisien, dan efektif. Tujuan dari penelitian ini adalah untuk mendeskripsikan dan menganalisis realisasi kinerja dan anggaran Dinas Komunikasi dan Informatika Kota Batu menggunakan pengukuran kinerja value for money serta untuk mengetahui faktor-faktor yang mempengaruhi kinerja pada Dinas Komunikasi dan Informatika Kota Batu. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Fokus penelitian ini antara lain: 1) Pengukuran kinerja menggunakan metode value for money pada Dinas Komunikasi dan Informatika Kota Batu; 2) Faktor-faktor yang mempengaruhi kinerja pada Dinas Komunikasi dan Informatika Kota Batu. Analisis data yang digunakan adalah analisis data milik Creswell (2009). Hasil penelitian menunjukkan bahwa pada ukuran ekonomis Dinas Komunikasi dan Informatika Kota batu telah melaksanakan alokasi belanja anggaran secara hemat. Hal ini diketahui melalui hasil analisis ekonomis yang memperoleh nilai sebesar 81%. Pada ukuran efisien menunjukkan bahwa Dinas Komunikasi dan Informatika Kota Batu telah melaksanakan kinerja output dengan baik. Hal ini diketahui melalui hasil analisis pada efisien yang memperoleh nilai sebesar 191%. Pada ukuran efektivitas menunjukkan bahwa Dinas Komunikasi dan Informatika Kota Batu belum memberikan dampak dan manfaat (outcome). Hal ini diketahui melalui perolehan nilai efektivitas yang hanya sebesar 69%. Permasalahan yang ditemukan adalah kurangnya pemahaman analisis standar belanja, kurangnya pemahaman penentuan indikator kinerja seperti input-output model, penentuan target kinerja tidak akurat, kurangnya pemahaman pengukuran kinerja dan perjenjangan kinerja. Kemudian pada faktor-faktor yang mempengaruhi kinerja ditemukan permasalahan pada kapasitas SDM, jumlah SDM, Pelatihan SDM, dan fasilitas untuk mendukung berjalannya organisasi.

English Abstract

Input, output, and outcome problems are still often found in public sector organisations. For example, human resources have problems with competence, commitment, and coordination. Inefficient use of budget and ineffective performance are some examples of input, output and outcome problems. Value for money performance measurement is one way that public sector organisations can identify problems and improve performance economically, efficiently and effectively. This study aimed to describe and analyse the performance and budget realisation of the Communication and Informatics Authority of Batu City using value for money performance measurement and to determine the factors that affect performance at the Communication and Informatics Authority of Batu City. This research uses a descriptive qualitative approach. This research focuses on: 1) Performance measurement using the value for money method at the Batu City Communication and Information Authority; 2) Factors that affect performance at the Communication and Information Authority of Batu City. The data analysis used is Creswell's (2009) data analysis. The results showed that on economic measures the Communication and Informatics Authority of Batu City had carried out an economical allocation of budget expenditure. This is known through the results of economic analysis which obtained a value of 81%. The efficient measure shows that the Communication and Information Authority of Batu City has carried out output performance well. This is known through the results of the analysis on efficiency which obtained a value of 191%. The effectiveness measure shows that the Communication and Informatics Authority of Batu City has not yet provided impacts and benefits (outcomes). This is known through the acquisition of an effectiveness value of only 69%. The problems found are a lack of understanding of standard expenditure analysis, understanding of determining performance indicators such as input�output models, determining inaccurate performance targets, and understanding of performance measurement and performance gaps. Then on the factors that affect performance, problems were found in HR capacity, the number of HR, HR training, and facilities to support the running of the organisation.
