Abstract

Bandara El Tari Kupang merupakan salah satu bandar udara yang berada di Provinsi Nusa Tenggara Timur (NTT) dengan tingkat pertumbuhan pergerakan penumpang yang semakin bertambah tiap tahun. Sejalan dengan peningkatan pertumbuhan pergerakan penumpang, penggunaan kendaraan untuk masuk ke wilayah bandara semakin bertambah. Hal ini mengakibatkan perlu adanya penanganan terhadap fasilitas parkir untuk memberikan keamanan dan kenyamanan yang layak kepada para pengunjung bandara. Tujuan dari penelitian ini adalah untuk mengetahui kondisi kapasitas parkir, kebutuhan ruang parkir serta efektifnya pelayanan parkir yang ada. Metode yang digunakan dalam penelitian ini yaitu meliputi analisis karakteristik parkir, regresi linear, serta metode Importance Performance Analysis (IPA) untuk mengetahui persepsi pengunjung terhadap pelayanan parkir dan metode Quality Function Deployment (QFD) untuk mengetahui prioritas penanganan layanan parkir. Hasil penelitian menunjukkan kapasitas lahan parkir mobil di Bandar Udara El Tari dalam kondisi eksisiting tidak mencukupi untuk kebutuhan parkir, sedangkan kondisi eksisting untuk sepeda motor masih mencukupi kebutuhan parkir dan menghasilkan model kebutuhan ruang parkir y = 1,463x- 6203,6 dengan R2=0,9881 untuk mobil dan y = 3,3449x

English Abstract

El Tari Airport Kupang is one of the airports located in province of Nusa Tenggara Timur (NTT) with the growth rate of passenger movement which is increasing every year. In line with the increasing growth of passenger movement, the use of vehicles to enter the airport area is increasing. This resulted in the need for handling of parking facilities to provide decent security and comfort to airport visitors. The purpose of this study is to determine the condition of parking capacity, parking space needs and the effectiveness of existing parking services. The method used in this research is analysis of parking characteristic, linear regression, and method of Importance Performance Analysis (IPA) to know visitor perception to parking service and Quality Function Deployment (QFD) method to know the priority of parking service handling. The results showed that the capacity of the car parking area at El Tari Airport in the condition of existing is not sufficient for the parking needs, while the existing condition for motorcycles is still sufficient for parking needs and generate parking space requirement model y = 1,463x- 6203,6 with R2 = 0, 9881 for car and y = 3,3449x - 14565 with R2 = 0,9454 for motorcycle. The results of analysis for the performance of parking services with the method of Importance Performance Analysis (IPA) of 25 variables there are 7 variables as the main priority improvement (Quadrant I). Furthermore, it is used in the analysis with Quality Function Deployment (QFD) method which produce priority handling sequence from first to last : (1) provide training to parking officers in order to have the ability to manage traffic in the parking area, (2) provide training to parking officers to have the ability to guide drivers enter and exit the parking lot, (3) provide training to parking officers about the ability to direct good vehicle parking procedures, (4) conduct comparative studies to other places that have a good parking system, (5) increase parking personnel, (6) improvement of circulation design and parking lot, (7) complete road signs and signs, (8) provide more direction to officers to promote services to parking users, (9) briefing to parking officers to be more assertive against parking violators, (10) caring for signs and markings, and (11) impose sanctions in the form of fines on parking offenders. For the design of electronic parking focuses on payment systems made by non-cash. This electronic parking system will be accompanied by a parking attendant who will do data collection which vehicle is parked and over parking time limit. This matter is because the electronic parking system is a prepaid system so that vehicle users must plan how long they will park
