Abstract
Program agroforestry memiliki peran penting dalam manajemen lahan secara berkelanjutan. Program tersebut berfokus meningkatkan konservasi lingkungan dan mata pencaharian masyarakat. Desa Selur, Kabupaten Ponorogo merupakan salah satu desa yang menerapkan program agroforestry sejak tahun 2020, karena banyaknya penyadap dan masyarakat yang menggantungkan hidupnya pada hutan. Penelitian ini bertujuan untuk mengevaluasi program agroforestry dan dampak kesejahteraan masyarakat berdasarkan kerangka kerja CIPP (Context, Input, Process, Product). Data penelitian diperoleh melalui wawancara kepada tujuh informan yang dipilih secara purposive sampling, dokumentasi, dan observasi. Data dianalisis secara kualitatif dengan model interaktif dari Miles dan Huberman. Hasil penelitian menunjukkan bahwa program agroforestry memiliki kompleksitas tinggi dalam menyelesaikan masalah lingkungan dan sosioekonomi masyarakat di Desa Selur. Melalui analisis faktor kontekstual, sumber daya input, proses implementasi, dan hasil program dapat diperoleh bahwa program agroforestry di Desa Selur telah disetujui masyarakat dengan melibatkan berbagai pihak seperti Perhutani dan LMDH. Kolaborasi yang dilaksakan dapat membantu petani dalam penyediaan modal, sarana, prasarana, dan penyuluhan dalam pengelolaan lahan. Perhutani dan LMDH sebagai stakeholder melakukan monitoring dan evaluasi melalui forum partisipatif secara berkala dengan masyarakat untuk menampung aspirasi. Berdasarkan evaluasi holistik diketahui bahwa terjadi peningkatan taraf kehidupan masyarakat Desa Selur pada aspek perubahan pola pikir, pendidikan, dan perekonomian.
English Abstract
Agroforestry programs have an important role in sustainable land management. This program focuses on improving environmental conservation and community livelihoods. Selur Village, Ponorogo Regency is one of the villages that implemented the agroforestry program since 2020, due to the large number of tappers and people who depend on the forest for their livelihoods. This study aims to evaluate the agroforestry program and the impact on community welfare based on the CIPP (Context, Input, Process, Product) framework. Research data were obtained through interviews with seven informants selected by purposive sampling, documentation, and observation. The data were analyzed qualitatively using the interactive model of Miles and Huberman. The results showed that the agroforestry program has high complexity in solving environmental and socioeconomic problems in Selur Village. Through the analysis of contextual factors, input resources, implementation process, and program results, it can be obtained that the agroforestry program in Selur Village has been approved by the community by involving various parties such as Perhutani and LMDH. The collaboration can help farmers in providing capital, facilities, infrastructure, and counseling in land management. Perhutani and LMDH as stakeholders conduct monitoring and evaluation through periodic participatory forums with the community to accommodate aspirations. Based on a holistic evaluation, it is known that there is an increase in the standard of living of the Selur Village community in the aspects of changing mindsets, education, and the economy.
